6 The Office of Military Affairs (OMA) is the single point of contact for the City of San Antonio on military and Base Realignment And Closure (BRAC) related issues. Mission: To prepare the community for challenges and opportunities associated with BRAC-related growth. To work with the military to sustain and enhance mission readiness. To develop and institutionalize relationships between the community and the military on issues of common concern. Duties: Work with local community leaders Provide staff support to the MTTF and its committees Undertake studies in coordination with the MTTF to develop a Growth Management Plan to address BRAC-related issues such as transportation and infrastructure, neighborhood revitalization, economic development and commercial revitalization, and healthcare delivery Military Transformation Task Force

11 Committee: Transportation & Infrastructure Support for BRAC Co-Chairs: Carroll Schubert & Arthur Emerson Mission: Examine BRAC related growth and determine transportation and infrastructure needs to support BRAC and the community Growth Management Plan Studies: 1.Fort Sam Houston Off-Post—On-Post Transportation Infrastructure Plan: This comprehensive study would examine the road infrastructure requirements both up to and on the post and provide recommendations on how Fort Sam Houston and the City San Antonio can coordinate and synchronize road infrastructure development 2.SAMMC Public Transportation: Study will assess the potential public transportation requirements and provide solutions for supporting the two SAMMC campuses Military Transformation Task Force

12 Committee: Neighborhood Revitalization & Local Community Impacts Co: Chairs: Howard Peak & Leo Gomez Mission: To determine the potential impact of BRAC-related growth on local neighborhoods and communities and potential opportunities for revitalization, and ensure land uses/activities proposed at Fort Sam Houston will not negatively impact neighborhoods adjacent to the Post Growth Management Plan Studies: Fort Sam Houston Neighborhood Revitalization and Redevelopment: Study will assess the impact on the neighborhoods surrounding Fort Sam Houston, many of which are in need of revitalization and redevelopment, as a result of the base’s increase in mission and personnel Military Transformation Task Force

13 Committee: Economic Development & Business Opportunities Co: Chairs: Scott Gray & GP Singh Mission: To identify issues and develop solutions relating to contract and business development opportunities for local businesses as a result of BRAC- related growth in San Antonio. Growth Management Plan Studies: 1.Fort Sam Houston Commercial Revitalization and Reuse of Army Property: This initiative would work at the behest of the Army at Fort Sam Houston and the Corps of Engineers in Fort Worth to assess the potential transfer or lease of available Army land and facilities on the perimeter of the base and the potential for commercial revitalization and reuse 2.BRAC Expansion: Through contract services, the Task Force will assess the kinds and types of jobs moving to San Antonio, new employment opportunities for our citizens, local contracting opportunities, off-base housing requirements and opportunities for attracting new military contractors to locate in San Antonio Military Transformation Task Force

14 Committee: Healthcare Delivery & Medical Partnerships Co: Chairs: Harold Timboe & Daniel Perugini Mission: To examine the impact of BRAC on the community’s healthcare industry and health care delivery system. Growth Management Plan Studies: 1.Sustainment of Health Care Services: The study will examine the redistribution of healthcare services as a result of WHMC realignment, determine gaps in healthcare delivery and potential solutions, and determine whether a potential re-use of Wilford Hall could alleviate any potential strains in the healthcare system 2.Military Clinical Training: Study will examine partnerships that can be formed with local hospitals and medical providers to assist the military with their medical training 3.Fort Sam Houston Research Park: Examine opportunities for a public-private research opportunities in key medical capabilities including prosthetics, robotics, regenerative medicine and combat medic training Military Transformation Task Force

15 Committee: Legislative & Public Relations Chair: Mark Frye Mission: To develop and communicate information related to the BRAC transformation of San Antonio's military installations to the community and develop legislative proposals, if necessary, to support implementation of BRAC 2005 actions in San Antonio.
