3 Scenario Purpose Scenario used for numerous reasons: – Provide a framework for understanding policy – Means for trying out different policy variations – Provides a context for lectures and course discussions Can trace impact of policy decisions through various scenario elements Helps demonstrate complexity of the policy process Fosters an understanding of the need for policy at an enterprise level
