Republic of Macedonia Ministry of Information Society Main projects E-Documents Analyzing the type and number of services provided and documents issued by institutions, also dependencies between services, documents and institutions Conducting financial, IT and process analyses and creating priorities Collecting information about databases that possess information necessary for services/documents, like: type, vendor, version, working platform etc. Collecting information about the IT working staff Process automation will be done gradually over time according to a priority list Interoperability Establishing secure connections between institutions, defining procedures for standardized document exchange and data interoperability.

Republic of Macedonia Ministry of Information Society Interoperability Interoperability is the ability of two or more diverse government information and communications technology (ICT) systems or components to meaningfully and seamlessly exchange information and use the information that has been exchanged.

Republic of Macedonia Ministry of Information Society Interoperability Dimensions ORGANISATIONAL INTEROPERABILITY Concerned with defining business goals, modeling business processes and bringing about the collaboration of administrations that wish to exchange information and may have different internal structures and processes. SEMANTIC INTEROPERABILITY Concerned with ensuring that the precise meaning of exchanged information is understandable by any other application that was not initially developed for this purpose. TECHNICAL INTEROPERABILITY Covers the technical issues of linking computer systems and services. It includes key aspects such as open interfaces, interconnection services, data integration and middleware, data presentation and exchange, accessibility and security services. LEGAL FRAMEWORK It serves as the legal basis for the instruments used to provide a system of eGovernment Interoperability and for closer cooperation between all authorities providing services.

Republic of Macedonia Ministry of Information Society Issues and Solutions Different ICT development levels of government institutions Institutions whose systems are advanced are able to immediately join the new interoperability system. All other institutions are encouraged to prepare a strategy for transferring data into digital form. Once they reach a certain level of readiness, they can be included in the new interoperability system. Legislation Specific legislation that applies to exchange of data and documents in electronic form introduces the relevant rules, rights and obligations. Institutions are required to harmonize within two years their operations and information systems with the requirements of this law. Misuse of data Each institution which requires information from another institution using the system, will be identified and there activity logged. Institutions are obliged to state the grounds for their request. Information exchange is subject to defined standards and procedures that are prescribed by the Ministry of Information Society in cooperation with all involved institutions.

Single Identification Number All citizens and legal entities must have a unique identification number Already existing data exchange among institutions Incorporating already existing data exchange links among institutions into the new system of interoperability will ensure : Regulation of the exchange of information The exchange is done by certain rules Transmission can be executed according to a defined structure of data. Transactions are logged Controlled level of security General overview of the exchange Due to the high risks for software errors, this process has to be done gradually and carefully
