EMISSION MONITORING OF SMALL AND MEDIUM SIZED INDUSTRIAL SOURCE IN THE METRO MANILA JUNDY T. DEL SOCORRO Department of Environment & Natural Resources Environmental Management Bureau P H I L I P P I N E S

OUTLINE Definition of SMEs Population of SMEs in MM Regulation in monitoring Monitoring/Sampling Methods Monitoring Data Recommendations

Small & Medium Industries (SMEs)in the Metro Manila In the Philippines, the SMEs comprise 99% of the total manufacturing establishments, It contributes 54.9% in employment 28.1% of the value-added in production. Most SMEs are concentrated in the National Capital region (Metro Manila) and its nearby provinces.

Definition based on asset size Small : 1,500,000 - 15,000,000 Php ( US $ 30,000 - $ 300,000) Medium : 15,000,000 - 60,000,000 Php ( US $ 300,000 - $ 1.2 M ) Large : above 60,000,000 pesos (> $ 1.2 M ) Definition based on number of employees Small : 10 to 99 workers Medium : 100 to 199 workers

Regulation in Emission Monitoring Stack Emission Test is required for the ff: – Submission of Self Monitoring Report. – Application of Permit to Operate. US-EPA Sampling & Analytical methodologies are used ( as required under Philippine Clean Air Act)

Parameters Monitored in Stack Tests Particulate Matter (PM) – EPA Method 1-5 Carbon Monoxide (CO)- EPA Method 10 Sulfur Dioxide (SO2) – EPA Method 6 Nitrogen Dioxide (NO2) – EPA Method 7 etc.

Method 5 & 6 DETERMINATION OF PARTICULATE & SULFUR DIOXIDE EMISSIONS FROM STATIONARY SOURCES

Methods 7 DETERMINATION OF NITROGEN OXIDE EMISSIONS FROM STATIONARY SOURCES

Methods 1 0 DETERMINATION OF CARBON MONOXIDE EMISSIONS FROM STATIONARY SOURCES

EMISSION INVENTORY BASED ON ACTUAL STACK TESTING TO SMALL & MEDIUM INDUSTRIES (SMEs)
