3 BUILDING STRONG ® Navigation Mission  Provide safe, reliable, efficient, effective and environmentally sustainable waterborne transportation systems for movement of commerce, national security needs, and recreation.

4 BUILDING STRONG ® Disaster Response  Spring-Summer Flood of 2011 ► From early Mar to late Jun 2011, 41 locks were closed by high water (several multiple times) LRD - 15 Locks  LRP 8 Locks  LRL 6 Locks  LRN 1 Lock MVD - 21 Locks  MVP 4 Locks  MVR 11 Locks  MVS 2 Locks  MVN 4 Locks SWD - 5 Locks  SWL 5 Locks ► Three floodways were activated – Birds Point - New Madrid (2 May - 8 June); Bonnet Carre (9 May – 20 June); Morganza (14 May – 7 July) ► Waterway closures or restrictions – Lower MS River, MO River (closure 2 May – 26 Sep) and other tribs

5 BUILDING STRONG ® USACE Coordination With Other Federal Agencies  The USCG is our closest Federal partner – locally, regionally, and nationally and has the lead for safety and security on waterways  NOAA - channel surveys with sophisticated and portable IT  Dept. of Transportation DOT Federal Highway Administration (FHWA) and Federal Railroad Administration (FRA) - with the port as hub, waterways, roads, rails, and pipelines form the nation’s intermodal transportation system Maritime Administration (MARAD) - response coordination involving port authorities  Navy Supervisor of Salvage (SUPSALV) – obstruction removals upon our request  Pat Mutschler is our POC with other Fed Agencies

6 BUILDING STRONG ® USACE/USCG Response Coordination With Navigation Industry  American Waterways Operators (AWO)  Regional Organizations  Port Authorities  Harbor Pilots  MOU and Protocol for Response to Natural Disasters (Jan 2007) ► AWO, Gulf Intracoastal Canal Association, River Industry Executive Task Force, USCG and USACE were signatories of this agreement ► Pre-hurricane season meeting and daily calls as needed  Waterways Action Plan (Western Rivers) to address high water/high flow, low water/low flow, and ice conditions ► Western Rivers: Ohio and Mississippi Rivers and all tribs

7 BUILDING STRONG ® Existing Navigation Authorities During Disaster Response/Recovery  ER 1130-2-520, Chap 2, paragraph 2-2.d.(4) – reporting of lock or waterway closure to CECW-CO-D through MSC Ops  ER & EP 1130-2-520, Chap 4 – Removal of Wrecks and Other Obstructions ► MOA with USCG regarding lead responsibilities for removals  Existing Project Authorities for channel clearance  Public Law 84-99 Flood Control and Coastal Emergencies  Stafford Act (Presidentially-declared disasters) – Support to DHS and FEMA (under ESF # 3 – Public Works and Engineering) (and in support of other Fed agencies under other ESFs)(USCG under ESF #10 – Oil and Haz Mat’l Response); ESF #1 – Transportation and Infrastructure ► FEMA Recovery Policy – Wet Debris Removal From Waterways (29 Mar 2010)(RP9523.50 ► FEMA/EPA/USACE MOU – Contaminated Debris Management (7 Sep 2010)

8 BUILDING STRONG ® USACE Activities in relation to NMSZ Incident  Immediate Actions: ► UOC opens direct communications with MVD& LRD EOC’s to assess ► UOC designates “ALL HAZARDS CALL” times/frequency ► Begin coordination with USCG for assessment of condition; i.e., ID possible pollutants from railcars in the water ► Mobilize pickett vessels to cordon off river ► Mobilize floating command post, as necessary (M/V MISS out of action..?..)  Follow-on Actions: ► mobilize available survey vessels and equipment ► Begin coordination with DOT, Railways ► Organize equipment/personnel availability/capability from Sister-DIV/Districts ► NOAA support for survey -- detailed survey efforts ► Military Availability/Capability – NORTHCOM (Kevin Wilson)
