Robert D Sears, Brackett Composite Squadron 64 Emergency Services Historically Civil Air Patrol pilots have flown over 95% of all the Air Search Missions in the United States. Members can receive specialized training for Emergency Services areas such as: Air Operations – Mission Pilots, Observers, Scanners Ground Operations – Urban Direction Finding Teams and Ground Search and Rescue Base Operations – The areas of Command, Logistics, Finance, Air and Ground Operation oversight, Public Affairs, Mission Safety, etc. An entire area dedicated to Emergency Services can be found on the Squadron 64 Web site: http://sq64.cawgcap.org. http://sq64.cawgcap.org

Robert D Sears, Brackett Composite Squadron 64 Emergency Services Basic Requirements Because Cadet Participation is considered an external activity, no cadet regardless of age or desire, may participate in any external activities before they have completed their ‘basic’ training and earned the first promotion to Cadet Airman and have been approved to do so by their commanding officers, both cadet and senior. The appropriate Command and Parental permission forms apply and should be brought to any exercise. Another prerequisite to participation in ES activities is to complete the General Emergency Services (GES) Training. This is done online and is recorded automatically in your electronic personnel file in eServices. The final prerequisite to certain ES activities is Introductory Communications User Training (ICUT) The preliminary training for ICUT is done online with a hands-on evaluation done by an ICUT Evaluator.

Robert D Sears, Brackett Composite Squadron 64 Getting Training and Experience There are three ways to get training and gain experience 1.Local Unit In-House Training and Exercises – this method provides convenient training and the opportunity to be immediately evaluated for specific tasks. You do not get mission day credit for local unit (squadron) exercises. 2.Local SAREX participation – usually organized at the Group Level, this method provides the opportunity to perform your tasks and be evaluated under simulated conditions and get mission day credit 3.Actual Mission participation - this method provide the opportunity to perform your tasks and be evaluated under actual conditions and get mission day credit. Cadets may participate in actual missions provided they are accompanied by a senior member who is rated as a “Standard” in the qualification of the cadet trainee

Robert D Sears, Brackett Composite Squadron 64 Processing Emergency Services Training Each qualification is managed within a Specialty Qualification Worksheet (or Record) affectionately known as a SQTR. (pronounced Squitter) While content and extent may vary, most share five things in common, which are outlined and explained in the following pages

Robert D Sears, Brackett Composite Squadron 64 Stages of the SQTR Process that must (should) be completed in order, prior to mission or SAREX participation 1.Prerequisites 2.Command Approval for Prerequisites 3.Familiarization and Preparation (Fam & Prep) 4.Command Approval for Fam & Prep While certain supervisors will allow individuals to participate in mission or SAREX activities before the above are met, DON’T COUNT ON IT. Failure to complete the above requirements CAN disqualify you from participation.

Robert D Sears, Brackett Composite Squadron 64 Stages of the SQTR Process that may be completed concurrent with mission or SAREX participation ICS Training Advanced Training Communication Requirements Continuing Education While individual tasks or single mission participation may be entered and submitted, all requirements must be met before the application is forwarded for approval.

Robert D Sears, Brackett Composite Squadron 64 Mission Staff Assistant (MSA) Description - The MSA is an aide to any or all of the Incident staff, coordinates transfer of information between departments or entities, acts as a liaison between the IC and visitors, checks participants into the Mission Prerequisites – GES, one Fam & Prep item ICS Requirements – IS 100, IS 700 Continuing Education – CAPT 117 ES, Part 3 Mission requirements - The MSA must complete a minimum of two 4 hour duty periods on two different days with a single mission number. Since only a four hours duty period is required on each day, this affords a candidate the opportunity to complete two qualifications on the same day. (MSA can be combined with MRO or MS if properly scheduled. No other qualifications can be combined in a single mission or SAREX)

Robert D Sears, Brackett Composite Squadron 64 Mission Radio Operator (MRO) Description - The MRO is the radio interface between the aircraft and ground crews, and the command staff. The MRO reports to the Communications Unit Leader (CUL), Logistics Section Chief (LSC) or Incident Commander (IC) depending on Incident structure. Prerequisites – GES, ICUT ICS Requirements – IS 100, IS 700 Continuing Education – CAPT 117 ES, Part 3 Mission requirements - The MRO must complete a minimum of two 4 hour duty periods on two different days with a single mission number. Robert D Sears, Brackett Composite Squadron 64 Communications Unit Leader (CUL) Description – The CUL supervises the communications operations of the mission or SAREX and reports to the Logistics Section Chief (LSC) or Incident Commander (IC) depending on incident structure Prerequisites – MRO, with IS 100, IS 200, IS 700, and IS 800 are required as Fam & Prep ICS Requirements – ICS 300 Continuing Education – CAPT 117 ES, Part 3 Mission requirements - A CUL candidate must complete a minimum of two full days assigned as a CUL. Both days may be accomplished on the same mission number. No other qualifications may be earned concurrently.

Robert D Sears, Brackett Composite Squadron 64 Ground Team Member (GTM1,2,3) Description - The GTM training is broken into three participation levels. GTMs are specially trained and sometimes called upon to function under extreme wilderness conditions for days at a time. This is not a qualification for those not in top physical condition or with great stamina. Prerequisites – GES, Extensive Fam & Prep requirements ICS Requirements – IS 100, IS 700 Continuing Education – CAPT 117 ES, Part 1 Mission requirements - A minimum of two days of participation for each level of GTM qualification. Both days may be allowed under the same mission number.

Robert D Sears, Brackett Composite Squadron 64 Urban Direction Finding (UDF) Description - The UDF team member is tasked with locating an Emergency Locator Transmitter (ELT) on the ground, sometimes in an urban setting. This may be done by and independent team on the ground, or in conjunction with an airborne UDF team. Not all ELT alerts are actual downed aircraft, in fact, most are not. Prerequisites – GES, and two Fam & Prep Items. ACUT, BCUT or ICUT are also require but not Pre-requisites. These are ideally completed prior to training. ICS Requirements – IS 100, IS 700 Continuing Education – CAPT 117 ES, Part 1 Mission requirements - The UDF candidate must participate in two UDF sorties on two different mission days, but a single mission number is allowed.

The MS operates under the supervision of the Mission Observer (MO) Prerequisites – GES, and Extensive Fam & Prep, Aircraft Ground Handling – ES. While it is neither a requirement or prerequisite, ICUT is highly recommended in advance of MS training ICS Requirements – IS 100, IS 700 Continuing Education – CAPT 117 ES, Part 2 Mission requirements - The candidates shall demonstrate their competency participating ina minimum of at least two sorties over a single mission weekend. While not a requirement, a local Mission Scanner School is highly recommended as Fam & Prep.

Robert D Sears, Brackett Composite Squadron 64 Airborne Photographer (AP) Description - The AP is a specialty of the Mission Scanner. It involves the proper operation of special cameras (provided) and ability to properly format a photograph to assure its usefulness to the end customer. Prerequisites – GES, MS, Extensive Fam & Prep and participation in AP Classes prior to airborne training. No Additional ICS Requirements Continuing Education – CAPT 117 ES, Part 2 Mission requirements - The AP candidate shall demonstrate their ability on a minimum of two sorties over a two day period. Approval of this qualification is based on proven ability, not just exercise participation

Robert D Sears, Brackett Composite Squadron 64 Mission Observer (MO) Description – While the Mission Pilot is the operator of the aircraft, the MO is the crew chief. All airborne mission activities are under the direction of the MO Prerequisites – GES, MS, Several Fam & Prep requirements ICS Requirements – IS 100, IS 700 Continuing Education – CAPT 117 ES, Part 2 Mission requirements - While it is possible to demonstrate competency for MO in as few as two sorties on a single mission weekend, participation in a Mission Aircrew School is highly recommended. (Ground Schools given locally, with the flight training given in Fresno CA)

Robert D Sears, Brackett Composite Squadron 64 Liaison Officer (LO) Description - The Liaison Officer acts as the intermediary between the Incident Commander and other external agencies. (FEMA, Local Law Enforcement, FIre and Rescue, etc) Prerequisites – GES, MSA ICS Requirements – IS 100, IS 700, IS 200, IS 800 as Fam & Prep Continuing Education – CAPT 117 ES, Part 3 Mission requirements - The candidate must satisfactorily perform the duties over a two day exercise or mission that involves the need for external agency participation. Such opportunities are rare at this time.

Robert D Sears, Brackett Composite Squadron 64 Public Information Officer (PIO) Description – The PIO reports directly to the IC, and is the interface for information between the Incident Commander (IC) and the general public, including family, media and dignitaries. The PIO is responsible for producing written media releases (approved by the IC) on a regular basis during the course of a mission. Prerequisites – GES, MSA, IS 100, IS 700, IS 200, IS 800 as Fam & Prep ICS Requirements – IS 300 Continuing Education – CAPT 117 ES, Part 3 Mission requirements - The PIO candidate must demonstrate competency in all tasks during the course of a minimum of two days of mission or SAREX activity under the direction of the Incident Commander (IC)
