2. Project Background  What do we mean by Continuing Care Retirement Communities or Extra Care Housing?  Extra care is effectively the provision of housing with care. Externally the accommodation looks identical to a standard dwelling, however the defining element is the provision of care to all residents to ensure they maintain an independent lifestyle.  A CCRC development is effectively the combination of the provision of a Care Home together with a number of Extra Care units on a single site providing a continuum of care in a single location.  What else is provided on these sites other than ‘housing’ to make them different to a housing estate?  A full range of services and facilities (restaurant, health and well-being suites, libraries) are provided on every site with the larger CCRC sites often combining day care for people from the wider surrounding areas.

4.  Why do we need to model the trip generations from these developments?  There is an acknowledged ageing population throughout the Country and a recognition that the traditional approach to housing does not provide the flexibility for older people  Care home provision is no longer considered the preferred model for older people in need of care and support, instead there is greater recognition of the need to maintain independence for as long as possible within the individual’s own home  Sheltered housing lacks the provision of the range of services and facilities on sites to meet increasing care needs of residents Project Relevance

5. Project Background  How did the project come about?  Ongoing issues/difficulties in getting relevant highway authorities to understand the unique trip generations from these development compared to either Care Home (Class C2) developments or Sheltered Housing (Class C3) schemes.  Tetlow King Planning have long running history of promoting these forms of development nationwide and therefore understand the unique complexities that they face in securing planning permission.  There is a need to ‘educate’ highway officers within planning authorities of the unique nature of these developments and how they differ to traditional residential developments.  Working in partnership with TRICS, with Tetlow King Planning facilitating the access for the surveying, we can establish a impartial database to support all new developments coming forward in regards highway impacts.

8.  Current locations for the initial round of surveys  Focussed in this first year on sites within the South East and the South West  These are the two main areas where this type of development has seen the most rapid increase over the last 5 or so years  Current development partners  In partnership with TRICS we have approached a range of Private, Charitable and Registered Provider operators.  Currently we have the following partners signed up for the survey work across the two regions: Current Stage of Project

9.  Current timetable  The detailed methodologies for the South West region have been circulated to the partners and it is hoped that survey work will be underway this Autumn.  We are in the final stages of confirming the selected sites for the South East and it is hoped that by the end of Summer the methodologies will have been sent out to the selected partners and agreed.  Future opportunities  Once the first round of surveys are undertaken this year the results will be reviewed and hopefully added to the database for 2015/16.  The survey approach should be rolled out to other regions over the following years.  The partnership approach between Tetlow King Planning and TRICS on this new element to the TRICS database will then hopefully be used for future projects where identified.
