3 Stu Potlock Bio Stu Potlock, MCSE, CPPB, FCN, FCCM Stu Potlock is lifelong resident of the State of Florida. He lived in Miami through high school and has lived in Tallahassee since 1977 and graduated from The Florida State University in 1981. After college, he managed restaurants and catering businesses both private and corporately owned before joining the State workforce in 1996. His purchasing background includes private sector experience in the hospitality industry as well as State Government experience with the Florida Departments of Law Enforcement, Corrections, DMS, Division of State Purchasing and the Florida Legislature. Stu has been very active in supporting education and professional development among his fellow purchasing professionals by serving as Vice President of the Tallahassee Area Chapter of NIGP in 2005 and simultaneously served as Chairman of the Chapter’s Education and Professional Development Committee. He received the 2005 NIGP President’s Distinguished Service Award for serving in these roles and for outstanding service in organizing the Chapter’s 2005 Florida Purchasing Conference Education Program. During the Fall Semester of 2006 he served as an Adjunct Lecturer at the Florida State University, College of Business by teaching the undergraduate course, “Purchasing and Supply Chain Management”. Stu has enjoyed 17 years of marriage with his wife Helene, who serves as the Director of the Victim Assistance Unit of the State Attorney’s Office in Tallahassee. They have two daughters, Sarah 11 and Sydney 6.

4 Spencer Kraemer Bio Spencer joined DMS as an Assistant General Counsel in 2004 and has provided legal counsel to the Division of State Purchasing, the Division of Real Estate Development and Management and the Division of Retirement. He has served as the Department’s Presiding Officer for informal hearings and has represented the Department before DOAH, the State Retirement Commission, and courts of appeal. Spencer received his J.D. from Tulane Law School, an M.S.P.H from Tulane and a B.S.B.A from the University of Florida. He attended negotiations training at Harvard and has experience representing the Department on ITN negotiation teams. Most recently, Spencer was involved in a project to develop a consolidated headquarters facility for the United States Southern Command through the use of a complex private financing module and was responsible for negotiating the ground lease which was ultimately executed in January, 2007.

5 Cyndee Sams Bio Cyndee joined the Department of Management Services in 2002 after a 10 year Law Enforcement career at the county level supervising Emergency 911 dispatchers. She was assigned to the Office of Organizational Development where she was a member of a cross functional team that researched and developed the State Purchasing Training and Certification program that is used today. Upon the completion of the training program being created she was transferred to State Purchasing to administer the program for them.

8 Shane Strum Bio Shane Strum has joined DMS as Deputy Secretary of Business Operations. Shane has a strong background in business development, and corporate and government affairs. A resident of Broward County, Shane served in the position of marketing manager, then corporate and government affairs, for the Huizenga School of Business and Entrepreneurship at Nova Southeastern University. Most recently, he served as Director of Business Development for Blue Frog Solutions, a South Florida technology company. Shane will be resigning from his appointment as Chairman of the South Broward Hospital District Board of Commissioners which oversees five Broward Hospitals. In his new position, Shane will oversee the divisions of State Purchasing, Real Estate Development, Special Services and the Office of Supplier Diversity. Shane received his BA in Political Science from the University of Alabama and MBA from Nova Southeastern.

10 Rich Ramos Bio Rich Ramos has joined the Department as Director of the Office of Efficient Government. Rich comes to the Department from the Attorney General’s office where he served as Policy Director and Deputy Director of External Affairs. Rich’s background prior to entering state government includes serving as Director of Government Relations for Charter Schools USA, Executive Director for the Republican Party of Broward County, Vice President of Ultimate Sports Management Inc., and Special Assistant/District Office Administrator for Congressman Raymond J. McGrath. Rich completed his studies in Political Science at Florida Atlantic University.

13 Team 1 Updates Transportation & Energy Contract Activity –Fuel Card: all agencies have received implementation training. Target for transition from Voyager is February 28. (David Bennett 921-4072) –Automobiles & Light Trucks: effective 01/12/07. (Christopher Walker 488-7540) Solicitations –Medium & Heavy Trucks: current contract expired 12/31. Bids are being reviewed by DMS Fleet. We anticipate a new contract in mid- March, but be aware that new models probably won’t be on the market in time to meet June 30 delivery deadlines. –Organizing customer advisory group for vehicle STCs. 14 Team 2 Updates Furnishings & Institutional Supplies Contract Activity –Food Service Operations: posted renewal through June 30, 2008. State Purchasing does not plan to re-solicit this category. –Office Furniture & Files: reviewing manufacturers for addition to contract. Expect adjustments in April/May. (Brenda Wells 488-6904) Solicitations –Educational/Institutional Furniture: current contract expires 2/20/07.
