10 Gaps Misalignment with Industry Lack of Capacity Inconsistent Programs Gaps in Standards Training
11
Gaps 1.Modest employer – industry – education/WFD connection 2.Limited career pathway/lattice 3.Narrow statewide EE&U technician certifications 4.Slow response to rapidly evolving technologies Doing What Matters - Energy Efficiency & Utilities Sector 11
12
5.Fragmented pipeline for entry level workers 6.Inconsistencies in EE&U education and training programs 7.Few Stackable, portable, and industry- recognized certifications and credentials 8.Limited accessible OJT, internship and earn & learn opportunities Doing What Matters - Energy Efficiency & Utilities Sector 12 Gaps
13
Opportunities HVAC and lighting = 60% of energy consumption in the state’s existing commercial buildings 1.EE&U requirement: the CPUC requires an IOUs workforce education and training (WE&T) EE&U sector strategy plan 2.Title 24: 2013 building energy efficiency standards requires new workforce knowledge, skills and abilities. 3.Proposition 39: Clean Energy Jobs Creation Act, provides up to $550m (~$5 million for WFD) annually for EE retrofits in K-12 and CCs. 4.Zero net energy: 50% of existing 8 billion square feet of commercial buildings to be “zero net energy” by the year 2030.
