Removed texts in several sections of the protocol draft that appeared in the framework draft References to framework draft added where necessary. Some text retained to provide minimal context of use cases for a coherent read.  Clarified text in section 5.4.4 for “OAM-loopback-test-parameters” TLV’s value field as discussed on the mailing list.
