1 Polar Continental Shelf Program
Centre of Excellence for Logistics in the Arctic Supporting Canadian Science and Sovereignty

2 NRCan’s Polar Continental Shelf Program
Resolute, Nunavut 2013 PCSP Points to Note: Logistics support to over 109 science projects 155 science projects supplied with equipment 8 Arctic Training Centre Projects and over 5,000 person nights for CAF ATC PCSP currently has fuel cached in locations in the Arctic. The PCSP can support field camps across the Canadian Arctic and Subarctic, from the Belcher Islands (southern Hudson Bay) and from the Yukon-Alaska border to Auyuittuq National Park on the eastern edge of Baffin Bay. PCSP supports science projects in disciplines that range from Archeology to Zoology and everything in between Although we are a logistics coordination agency in support of science – not a science agency per se – science is central to what we do. The logistics PCSP provides supports science that addresses many key questions and contributes to our collective understanding of the Arctic. Maximizing our support for arctic science guides our every day activities at PCSP. MANDATE: In accordance Natural Resource Canada's legislative authorities, Polar Continental Shelf Program coordinates field logistics in support of advancing scientific knowledge and management of Canada's lands and natural resources. As a national service delivery organization, Polar Continental Shelf Program coordinates logistics for Canadian government agencies, Provincial, Territorial and northern organizations, universities and independent groups conducting research, particularly in Canada's North, and through this work, the Polar Continental Shelf Program directly contributes to the exercise of Canadian Arctic sovereignty. VISION: To be recognized, both domestically and internationally, as Canada's Centre of Excellence for logistics support over the Canadian land mass with a strong emphasis on contributing to the performance of science and the exercise of sovereignty in the Canadian North. MISSION: PCSP provides safe, efficient and cost-effective logistics services in support of science and Government priorities.

3 Polar Continental Shelf Program (PCSP or “Polar Shelf”)
Established in 1958, the Arctic logistics business line is mandated through the Resources and Technical Surveys Act (1994) to: “coordinate logistics support and provide related assistance for the purposes of advancing scientific knowledge of the Arctic region and contribute to the exercise of Canada's sovereignty in that region and its adjacent waters.” (para. 8(1)). Established in the 1930’s, the Geological Survey of Canada’s Technical Field Support Services (TFSS) was added to PCSP as the equipment business line in TFSS provides the equipment for PCSP’s Arctic logistics science clients as well as many others across Canada.

4 PCSP Services: Arctic Logistics Support
PCSP Arctic logistics services include: Coordination of air transportation (fixed wing and helicopter) to field camps including fuel for field camps Loan of field equipment through TFSS Accommodations, working/storage, and laboratory space at the PCSP facility in Resolute, NU On-going communications with clients out in the field Advice on licensing and permitting

6 History of NRCan–DND Collaboration in the Arctic
Since 2008, PCSP has been facilitating logistics for DND operations and training: Arctic Operation Advisor (AOA) course since 2008 Operation NANOOK 2010, 2011 Operation NUNALIVUT since 2011 This support is now organized into the CAFATC program PCSP provides support, upon request, to Search and Rescue PCSP provides logistics support to DND science (DRDC) MOU with the Air Force for work on Northern Ellesmere (Eureka and Alert) OGD agreement with the Air Force for airlift of opportunity support for the North Work in progress: HF radio, other Resolute infrastructure (e.g., Crystal City, C-Span), emergency operations, waste management

8 June, 2009: PCSP receives funding from AANDC’s Arctic Research infrastructure Fund (ARIF)
2011: ARIF expansion is completed

9 CAF ATC Program CAF ATC is a training program:
Has pre-approved access to PCSP’s logistics support in the Arctic Has preferential access to PCSP’s ATC expansion (140 beds) at the Resolute facility (pays 40% of PCSP’s annual facility operating costs) Has pre-positioned equipment at PCSP’s facility in Resolute Single point of contact for access to the program is Canadian Army Doctrine and Training Centre (CADTC) 3rd Canadian Division Support Group (3CDSG) tasked to provide support to CADTC (and PCSP) for delivery of CAF ATC program on the ground in Resolute Program runs on a two-year planning cycle (projects must be approved two years in advance) Development of the PCSP infrastructure in Resolute to support CAF ATC will be managed by PCSP and DND’s Assistant Deputy Minister of Infrastructure and Environment (ADM-IE)

10 DND – PCSP Collaboration: Benefits
Whole of Government approach Optimized use of existing federal infrastructure Extend the facility operating season and increase the capacity of the facility, thus increasing the level of support available to scientists Joint effort on issues such as facilities management and waste management Building positive relationships with communities in the North Leveraging of expertise/strengths: logistics, communications, shipping Bottom line: Greater capability at less cost and faster
