OSHA and Sun Exposure
3
Sun Exposure Facts Sunlight contains ultraviolet (UV) rays, which causes premature aging of the skin, wrinkles, cataracts and skin cancer. The amount of damage from UV exposure depends on the strength of the light, the length of exposure and whether the skin is protected. Skin Cancer is the #1 cancer in the US, and the incidence of the disease is growing at an epidemic rate 1 More than 1,000,000 new cases of skin cancer will be diagnosed in the US this year 2. A person dies from skin cancer on average once an hour. 2 More than half of all new cancers are skin cancers

Sun Facts and Outdoor Workers Sunlight is a fact of life for most outdoor workers. Most outdoor workers have long careers in the same field of work, increasing their exposure to sun while at work. Most outdoor workers cannot choose to limit their exposure to sun during the most intense sun periods of the day. Work Conditions (including equipment and reflective surfaces) are especially challenging for outdoor workers trying to limit their sun exposure. Reflectivity of surfaces and materials: Water up to 100%, snow and ice 80-90%, sand 20-30% 3, asphalt 5-25% 4 Passing along your knowledge about sun exposure can help your employees prevent unnecessary harm from UV rays.
5
The OSHA Standard
6
OSHA Standard “OSHA rule 29CFR 1910.132(a) requires employers to protect employees against overexposure to the sun’s radiation.” 5 Current OSHA standard 1926.8(a) “requires protection against all known and recognized hazards.” Additionally, “Protective equipment for eyes, face, head and extremities, protective clothing…protective shields and barriers, shall be provided (to workers)”. 6 The personal protective equipment standards at 29CFR 1910.132 through.138 establish the employer’s obligation to provide personal protective equipment to employees (at the employer's expense)”. 7
7
Workers Must be Protected from the Sun Hats - Wide brim is best, one that protects the neck, eyes, ears, forehead, nose and scalp Clothing - Wear tightly-woven clothing that blocks out light. Shades - Wear UV-absorbent shades - block 99+% of UVA and UVB radiation Sunscreen - UVA and UVB blocking sunscreen with SPF 15 or higher. Limit exposure - UV rays are most intense between 10am and 4pm.
8
Why Sunscreen in Addition To Other Protection? Covering up is dependent on the heat index and the weather. If the humidity is high and/or the temperature is high, workers may not want to wear tightly-woven clothing because of heat stroke and other heat- related health issues. Hats that cover necks and the full face might interfere with sight lines and/or equipment. Hats do not protect from reflective surface rays, but sunscreen can. Limiting exposure during the period from 10am to 4 pm for workers whose full-time job is to be outdoors is not practical.
9
Benefits of Sunscreen Sunscreen cannot be removed easily (as compared to hats, clothing and sun shades). Provides protection against reflected UV better than hats. When sunscreen is applied correctly, it consistently protects in all weather conditions Hot days, humid days, intense light, reflected light, cloudy days, with all equipment, and on areas of the body that are often difficult to protect with clothing and hats like necks, backs, hands and lower arms.
10
And Down the Road… Many outdoor workers are with their perspective employer for years. They are exposed to UV for many hours a day over many years. The individual risk of melanoma is associated with the intensity of sunlight exposure that a person receives over a lifetime. If an employee is expected to work outside they cannot "limit" their exposure and do their job. They work with unique materials whose reflectivity enhances the potency of UV (sand, snow, water, oil, asphalt). Exposure to heat is often long and intense. Wearing clothes for protection from sun increases their body heat and leads to heat-related problems such as heat stroke. The nature of the work keeps them exposed to UV during its most intense period - most work performed outdoors is done in the "better weather" of the summer and during daylight.
11
Sunscreen Information
12
Sunscreen Application What Apply a broad-spectrum sunscreen (providing UVA and UVB protection) with an SPF of at least 15 When/How Whenever in the sun, especially between 10am and 4pm Apply 15-30 minutes before going outdoors Apply evenly and totally, even under light weight shirts Reapply as needed
13
Myths/Misunderstandings “I can’t get sunburned on cloudy days” Even on cloudy, hazy days, 70-80% of the sun’s ultraviolet rays reach the ground. “I have a tan” Any time skin darkens, it is trying to protect itself from the damage the sun is inflicting upon it. There is presently no way to stimulate the skin to increase its pigmentation without damaging it first. Over time, tanned skin turns into prematurely wrinkled, leathery, sagging skin that has an increased risk of developing skin cancer. 8 “I am wearing a shirt” A light-colored t-shirt, wet from sweat or water, transmits almost as much ultraviolet radiation as no shirt at all. “If SPF 30 is good, SPF 60 must be even better.” SPF 30 blocks 96.5% of UV rays. SPF 60 adds less than 1% of protection (97.4%) but adds significantly more active ingredients which can be harsh to the skin and might cause allergic reactions.
14
Sunscreen Definitions SPF - Sun Protection Factor One SPF is the amount of time in minutes that it takes your unprotected skin to become lightly reddened or irritated from being exposed to the sun. UV - Ultraviolet Radiation UVA - Major contributors to sunburn, wrinkling and premature aging. UVB - Stronger than UVA rays and are the most common cause of sunburn and contribute to premature aging, wrinkling of skin and skin cancer.
