4. The Scout Executive …most Councils employ a Scout Executive. The title “Scout Executive” refers to both CE and SEs Buddy came from a smaller Council which employed him as a Council Executive… Cardinal Council…Scouting in the Kentucky River Valley

5. The Senior Management Team He has two principle assistants: a Director of Field Services and a Director of Support Services. In smaller Councils, those two positions are combined into a position called "Associate (Assistant) Scout Executive", or ACE. In larger Councils, he may have in addition to Directors of Field and Support Services, a Director of Camping Services and a Director of Developmental (finance) Services. Program/Public Relations The Program and Public Relations Director supervises: Two Venturing Executives… A marketing/web design and an Exploring program Paraprofessional… And a Learning for Life Unit-Serving Executive. 9. Camping Services With a great year-round camping facility like John Y. Brown Scout Reservation, you need a larger than normal camping support staff! Five Rangers live on the property… Two Camping Paraprofessionals provide interpretative services on the property… And two Supervisors manage the 7 Employees running the Council’s Trading Post! The Camping Services Director also manage programs like the Council contingents to Philmont and National and World Jamborees. Cardinal Council…Scouting in the Kentucky River Valley

10. Field Services The Director of Field Services is the “number 1” of the primary assistants to the Scout Executive. This is the person responsible for hiring, selecting, training and coaching all of the professional staff members of the Council. In this Council, the DFS also advises the volunteer training committee and the Council Commissioners’ staff. Cardinal Council…Scouting in the Kentucky River Valley

11. Full Service Districts In this Council, there are two executives which provide what is termed “full service” to their Districts. In other words, they provide assistance and support to Cub Scouting, Boy/Varsity Scouting, Venturing and may be involved in the Learning for Life Corporation’s Exploring program also. They are supervised by a Field Director which also has staff responsibilities for all youth leadership training programs in the Council. These folks are VERY BUSY executives!! 12. Teamed Districts Instead of splitting large membership Districts into two smaller Districts, the BSA instead provided a way to plus-up the professional coaching in those Districts. One District Executive would be designated as Senior District Executive and would be compensated a little more for this new role; the other would serve as the backup to the Senior DE. In the Cardinal Council, the SDEs also provide Council-wide program support to Cub Scout Day Camp staffing and training. 13. Multi-Person Districts Some urban and rural Districts lend themselves not to the traditional form of staffing, either due to the geography or the membership of the District. In the early days of the Kentucky River Valley (the predecessor of the Cardinal) Council, there were three Districts in the capitol city of the Commonwealth. To manage what used to be three Districts, a “multi-person District” was formed. The senior District Executive is a manager called a District Director. Under the District Director, are three or four other District-level professionals. Each professional manages what used to be a separate District but now are all combined into one District organization. Frankfort and Franklin County has a five-person team (three professionals have been hired; one position is vacant and a Paraprofessional Executive serves as the fifth) Cardinal Council…Scouting in the Kentucky River Valley

14. Multi-Person Districts The senior District Executive of the Central District is a manager called a District Director. In addition to his supervisory responsibilities, he also has Council-wide responsibilities (working as liaison to State agencies and departments). Under the District Director, are three or four other District-level executives (two District Executives and one Associate District Executive). Each professional manages what used to be a separate District but now are all combined into one District organization. There is also a Paraprofessional Executive hired to support the District operation and a secretary to manage the calls to the previous “Kentucky River Valley Council” office originally established in downtown Frankfort. 15. Types of District Executives Each District has one or more of FIVE TYPES of field executives: The lowest paid professional is called an Associate District Executive (ADE). Next, depending on size and scope of the District, is a District Executive. (DE) Next, again depending on size and scope of the District, and other responsibilities he or she may have, is a District Executive/multiple person (DE/mp). A DE/mp normally does the field work of two or more field executives and are being compensated appropriately for that "double duty.“ Next, again, depending on size and scope of the District, is a Senior District Executive (SDE). SDEs supervise a team of two (or three in some extraordinary circumstances) field executives, including him/herself. Finally, again, depending on size, scope, and number of professionals to supervise, is a District Director (DD). DDs are considered in most Councils as "middle managers" and in addition to supervising up to four other professionals, he or she also has Council- level responsibilities and tasks similar to those of Field Directors. In the Cardinal Council, leadership is centered around a Council President, six Vice Presidents (the Council Commissioner serves also as the Vice President - Unit Service) and seven District/Division Chairs. Standing Committees Advancement Conservation Relationships Young Adult Program Traditional Program Finance Administration Operations Membership Community Activities Nominating Camping/Outd oor * Council standing committees are composed of District/Division representatives along with members-at- large. With some noted exceptions, this “ring” also exists at the District or Division level also. In the Cardinal Council at the Council level, there are voting youth representatives on all committees except some ad-hoc, administration and nominating. On the District level, limited youth representation exist. * Like many Councils, we establish ad-hoc Committees to manage special programs like the Jamboree or special projects at John Y. Brown Scout Reservation. * In this Council, an Operations Committee provide the day-to-day “city council” services to John Y. Brown Scout Reservation. 18. Circles of Influence Professional Advisement & Support Committee Youth Commissioner Local Councils do not operate in a vacuum; it takes support from youth in the program (especially Boy Scouting, Varsity Scouting, Venturing and Exploring) as well as trained volunteers called Commissioners and volunteers working on lay committees to provide that support to the program. In the center of it all, is the small professional cadre which provides the day-to-day management and support to the Cardinal Council and its programs. A Winning Formula Each of our field Career/professional Scouters support… …up to 81 field volunteers and Commissioners… …who supports more than 900 unit-level Scouters, consultants and assistants! 1 + 81 + 800 = 882 When Districts/Divisions reach 120 percent of that number, we hire additional professionals; when a District or Division dips down to 80 percent, we have to…well, you know… Cardinal Council…Scouting in the Kentucky River Valley
