2 United States Department of Agriculture Foreign Agricultural Service History of the USDA LRP Project Background: The USDA LRP Project funding authority comes from the Food, Conservation and Energy Act of 2008 (aka. The Farm Bill). The USDA LRP Project is 5-year pilot designed to evaluate the timeliness, cost and market impact of using local and regional procurement as a tool to respond to natural disasters and other food crises in developing countries. A total of $60 million is available to USDA for the pilot program, including $5 million in FY 09, $25 million in FY 10, $25 million in FY 11 and $5 million in FY 12.

3 United States Department of Agriculture Foreign Agricultural Service Funding Update All available funding for field- based projects has been allocated. USDA provided nearly $52 million for LRP programs between FY 09-11. On March 4, 2011, USDA issued a Federal Register Notice to announce that the application period for LRP proposals had closed.

4 United States Department of Agriculture Foreign Agricultural Service Between FY 09-11, USDA provided funding for 21 programs in 19 different countries in Africa, Asia and Central America. More than 60% of the funding was provided to emergency programs. A total of 10 emergency programs and 11 development programs received funding. 8 United States Department of Agriculture Foreign Agricultural Service Next Steps: Reporting Requirements On June 20, 2011, USDA made an award to Management Systems International (MSI) to conduct an independent evaluation of the cost, timeliness and market impact of the programs funded under the USDA LRP Project. MSI’s findings will be compiled in a report for Congress. The report will be submitted to Congress by USDA in June 2012. Within one month of the date that the report is submitted to Congress, MSI will host a public information to discuss the findings from the report.
