2. 2 ASSIST IN PENALTY ENFORCEMENT Too many times the crew leaves this completely to the Referee, which is not correct, it is a crew responsibility. The calling official should briefly discuss penalty enforcement with the Referee, with the Umpire listening in, and make sure the penalty is correctly enforced. The Linesman moves together with the Umpire while he enforces the penalty, and either the Line Judge or Back Judge remains at the enforcement spot until the Umpire has measured it off, and then double checks the distance. This should ensure correct enforcement of all penalties.

3. LET COACHES MAKE DECISIONS FOR PENALTIES Referee’s if you are still giving penalty options to the captains – STOP!!!! When the decision to accept or decline a penalty is obvious, there is no need to present the options, JUST DO IT!!!! When you feel that the coach needs to make a decision for a penalty, look to the sideline and tell the coach what you have, and let him make the decision. Wing men be sure to communicate the options to the coach if he does not know what they are. Be sure the coach gets the decision he wants, even if he changes his mind due to his lack of understanding or miscommunication. Referee & Umpire go over this in your pre-game conference with the coach.
