Acronyms/Definitions PDMSG – Project Delivery Method Selection Guidance PDM – Project Delivery Method Alternative Project Delivery Method – a delivery method other than Design-Bid-Build Probable Project Delivery Method - a temporary determination at project scoping that is used for project planning until it can be validated/updated by the Engineering Project Office assigned to the project. Final Project Delivery Method - is the PDM determination submitted for approval to use as the contracting method for the project early in the project design process.

PDMSG Team Purpose Develop formal guidance to aid WSDOT staff in the selection of project delivery methods based on a project’s attributes, opportunities and risks that will result in the most cost effective and best value project delivery in alignment with Reform VII.

PDMSG Task Goals 1.Establish a systematic approach that can be consistently applied throughout WSDOT, 2.Establish how and when a project should be assessed, 3.Develop the PDMS Process to be scalable for all projects, 4.Design the PDMSG Process to provide the documentation for delivery method approval, 5.Clearly identify all levels of approval or endorsement in the process.

PDMSG Background Current Selection Process –Design-Bid-Build is automatic unless an Alternative Delivery Method is pursued –Design-Build approval is required from WSDOT Chief Engineer –General Contractor/Construction Manager approval is required through CPARB

PDMSG Background New Selection Process –All projects will be evaluated for the optimal Project Delivery Method (PDM), –The PDMSG evaluates three methods, Design-Bid-Build, Design-Build, General Contractor/Construction Manager, –The selected PDM will be endorsed and/or approved through the Regions and HQ.

PDMSG Outline Project Delivery Selection Matrix from University of Colorado, Boulder and CDOT was used as a foundation - data and some forms retained WSDOT PDMSG was tailored to WSDOT Policy and Values All projects are evaluated in two steps The Probable PDM is determined during Scoping of the project The Final PDM is determined by the Design PEO by validating, updating or revising the Probable PDM

PDMSG Outline A Selection Checklist is used to quickly screen out projects that are obvious Design-Bid-Build or have a easily determined PDM, A Selection Matrix (if needed as a second step) is used to determine the Probable PDM and validate/revise it to determine the Final PDM, The work to determine the Probable PDM and the Final PDM are scalable to the size and complexity of the projects, The timing and requirements for different levels of work are integrated with the existing project development process.
