A Criterion Referenced Test The student is compared to his/her achievement on California standards, not to a norm referenced group. The CST is the primary component of both state and federal accountability measures.

Performance Standards Results Most students are proficient or advanced. Predictable patterns of instructional needs for English learners and special needs students who are the majority of students in the basic and below categories. Individuals and groups of students scoring below proficient will have needs identified and addressed through established support systems.
