INTRODUCTION
GENERAL CONDUCT OF
2015 UNIFIED TERTIARY MATRICULATION EXAMINATION
The 2015 Unified Tertiary Matriculation Examination was conducted EXCLUSIVELY on a Computer-Based Testing (CBT) mode from Tuesday, 10th to Tuesday, 24th March, 2015.
The examination was conducted throughout the Federation and eight (8) Foreign Centres viz:
1. Benin Republic
2. Cameroun.
3. Cote D’ Ivoire
4. Ethiopia
5. Ghana
6. Saudi Arabia
7. South Africa and
8. United Kingdom

3. JAMB MODEL CBT CENTRE

4. COMPUTER BASED TEST (CBT) – for the Visually Impaired
JAMB has adopted modern technology for greater efficiency in her operations since 2007.
The adoption of all-inclusive CBT for the entire population of Unified Tertiary Matriculation Examination (UTME) candidates in 2015 created some unique challenges and issues with respect to incorporating candidates with special needs.
Categories of UTME candidates with special needs include:
Visually impaired candidates
Albinos and partially sighted candidates
Prison inmates candidates
Physically disabled candidates.
Nigerians in diaspora
Foreigners wishing to study in Nigeria.
The purpose is to accommodate all categories of candidates

5. 2015 CBT ANECDOTES “GOD DON WIN OOO!”
A physically-challenged candidate on his wheelchair was crying before the examination in Osogbo, Osun State and begged if he could be given extra time.
We urged him to start and that if the need arose, he would be given additional time. Surprisingly, he sang aloud after 1 hour, 50 minutes “I don finish oh! God don win ooo etc”. Moving closer to him, it was observed that he had actually finished.
Amazingly, he almost jumped off his wheelchair later that afternoon when he received his result through an SMS. He scored 245.

6. THE PHYSICALLY-CHALLENGED CANDIDATE IN OSOGBO, OSUN STATE

7. “JUST EIGHT KEYS”
The reaction of one of the visually impaired candidates at the practice session on the eve of the CBT at the Kogi State Polytechnic, Lokoja, is worthy of documentation.
On being presented with a BrailleNote Apex (a refreshable computer braille), one candidate, John Norman Friday, exclaimed ‘You mean with just these eight (8) keys on the machine, I can write the UTME on my own?’ We thus replied in the affirmative.
He immediately dumped the bulky and antiquated typewriter that he had brought with him and called out to his guide outside that he was in safe hands and that he could leave.

8. “SO WE CAN ALSO GET OUR RESULTS
AS OTHER CANDIDATES!”
A visually impaired candidate, Ladan Mustapha Ishah, wrote the 2015 UTME CBT at the JAMB Zonal Office, Minna.
After his examination, he asked the technical staff in charge of the visually impaired when his result would be released and he was told that he would get it later that day.
In astonishment, he shouted “Whao! This is good, so we too can also get our results as other candidates?!”.

9. “This...is...ama...zing!”
The CBT for the visually impaired candidates in Edo State came as a welcome development to the candidates, their parents and relatives. To make things easier for the candidates, a training session was organized on the use of the BrailleNote Apex gadget a day to the examination.
As the examination was going on the first day, 10th March 2015, one of the proctors at the University of Benin ICT Centre came to the Boardroom where the visually impaired candidates were taking their examination. She did not believe it when she was told that the candidates were blind.
She went ahead to ask them if they were actually blind. When they affirmed this, she further asked, if they could see her and they said no. She observed them for a while and screamed aloud in surprise ‘This...is...ama...zing!.’

In order to adapt CBT for the Visually Impaired, they are further classified as:
Those who can read Braille
Those that cannot read Braille
Those with low vision including albinos.

The gadget is fitted with in-built screen reader in addition to the voice prompt for listening complement.
Training of technical staff on the use of the BrailleNote Apex gadget.
Demonstration and pilot testing of the functionality of the BrailleNote Apex with candidates in selected schools for the blind in Abeokuta, Lagos, Enugu and Gindiri.

The albinos and partially-sighted candidates sat for the examination at the regular CBT centres alongside the normal-sighted candidates.
For this group of candidates, the font size of the characters on the screen of the computer was increased.
The candidates were given extra time of 1½ hrs making 4½ hrs duration.

A total of two hundred and eight (208) candidates who were inmates of the prisons sat for the 2015 UTME in the CBT mode in Lagos and Kaduna.

Institutions are also requested to admit candidates who sat for the UTME in foreign centres without the post-UTME test.
Putting into consideration the distance whereby these candidates have to travel and to encourage Nigerians in diaspora.

24. DIRECT ENTRY REGISTRATION
Beginning from 2015/2016 Direct Entry registration, the Board would ONLY allow candidates with verifiable record of admissions with the Board from their previous programmes (Degree, NCE and ND) to be considered for admission.
Foundation programmes and University Diplomas which are not recognised by law would also NOT be allowed for Direct Entry.

25. REGULARIZATION OF ADMISSIONS
With effect from 2015/2016 academic session, the Board will adequately sanction defaulters who seek for regularization of admissions.
This is to ensure that our institutions complete their admissions within the period of admissions exercise.

29. ADMISSIONS OF CANDIDATES FROM PRINTOUT
AND THE NEED TO WAIT FOR FEEDBACK
All institutions MUST admit from the printout during the whole process of admissions.
Admissions Officers should wait [minimum of forty-eight (48) hours] and get a feedback on the submission of candidates recommended for admission.
This is to ensure that only the list of candidates duly admitted are pasted on their campuses.

30. CANDIDATES NOT ADMITTED BY THE CERTIFICATE-ISSUING INSTITUTIONS
Affiliate institutions may not have enough applicants to admit.
Certificate-issuing institutions are therefore encouraged to forward the list of excess candidates on their admissions print-out to their affiliated institutions.

31. ADMITTING IJMB CANDIDATES INTO
100 LEVELS
It has been discovered that some institutions admit holders of IJMB to 100 levels.
This practice SHOULD STOP.
Henceforth, all holders of IJMB results should be admitted into 200 levels of the programmes of their choices.

2014/2015 ADMISSIONS TO TERTIARY INSTITUTIONS
Guidelines and decisions of the 2014 Policy meeting were implemented at the Technical Committee meetings, under the Chairmanship of the Registrar/Chief Executive of the Board through fifty-three (53) Admissions Panels; Each was chaired by a Management staff of the Board.
Institutions present at the meetings also made submissions for consideration and approval by the Admissions Panels.
University of Benin for commendation for thorough and prompt admission exercise.
