Background Historically, Petroleum Development Oman (PDO) has acted as the custodian of the E&P data for Oman. Recent increase in exploration activity has brought to light shortcomings in this approach, e.g.: Potential conflicts between PDO’s role as an operator vs. its role as the data custodian Increased volume of data requests from the new Operators In order to preserve (and optimise the value of) the E&P data, Ministry of Oil & Gas (MOG) initiated a project to build, populate and operate a National Data Repository, independent of any operator, for and on behalf of the Sultanate of Oman, and regulated by MOG. OGDR Benefits Capture and preserve E&P data for and on behalf of the nation (in perpetuity) Support MOG monitoring and regulating E&P activities Promote investment in country and E&P Provide easy access to high quality (and definitive) data Promote investment in country and E&P Improve the ability of the MOG to provide data packages for licensing rounds Improve E&P success rate Support MOG monitoring and regulating E&P activities Regular data submissions promote better operational discipline Capture and preserve E&P data for and on behalf of the nation (in perpetuity) Smoother transfer of license data Good “business continuity/disaster recovery” option for operators Reduce cost of entry (and exit) for international (and domestic) oil companies Make data available quickly for new entrants (at little or no cost) Discharge responsibility for data submission by oil companies Provide easy access to high quality (and definitive) data April 17 © Sultanate of Oman, Ministry of Oil & Gas
