IN SHORT: The development and modernizing of the South after the Civil War & Slavery The South hoped to make a fresh ("new") start forming partnerships with Northerners in order to modernize and speed the economic development of the South. However, the rise of the New South involved the continued supremacy of whites over blacks, who had little or no political power.
