A “Change” of Plans New president Barrack Obama says that his plan for Iraq is to begin troop withdraw by Aug. 2010 And all remaining troops by Dec. 2011 “Let me say this as plainly as I can,” Mr. Obama said. “By August 31, 2010, our combat mission in Iraq will end.”
