24.6.2003 2 Background The first energy statistics were compiled by the Ministry of Trade and Industry for 1965-1975 Energy statistics and balances were largely based on the data collected by branch organisations of the energy sector Compiling of Energy statistics was moved to Statistics Finland in 1992 Development of emission calculating model, Ilmari started in 1994 Development program of energy statistics (1995-1997) Production of Energy statistics and emission inventories have been in the same unit (Environment and energy) since 1997

24.6.2003 3 Legislation Surveys by Statistics Finland Energy consumption survey (energy and manufacturing industries) is based on Structural Business Statistics (SBS) regulation Electricity and heat production survey is based on Statistical Act Surveys by branch organisations of energy sector voluntary written agreements National emission register is based on environmental legislation

24.6.2003 4 The present situation and targets for the future Databases of energy statistics and environmental statistics will be integrated and data management improved Revision of time series of industrial fuel use (1990-2001) A link to business statistics and economic data can be ensured The role of Statistics Finland will be strengthened in the future Decision in principle of the council of the state 31.1.2003, defining the task of different authorities in climate policy =>Establisment of National GHG Inventory Unit at StatFIN by the end of 2004

24.6.2003 5 National Energy Balance National energy balances are compiled using aggregated data from branch organisations of the energy sector Top-down estimates from several, partly overlapping, surveys Revisions are made in next statistical cycle The method for calculation the total primary energy supply was changed in 1997 Changes in methodology have enhanced the comparability with internationals energy statistics Balance structure is now very close to that of IEA
