8 8 Operations Reauthorization Provisions Increase Availability of Real-time Information –Section 1702 Real-Time System Management Information Program Encourages establishment of Real-time Information Systems to provides capabilities to monitor real-time travel conditions on major highways Promotes dissemination of information among government entities and the traveling public Requires DOT to establish data exchange formats within one year Requires each State to establish a Statewide incident reporting system within two years (some already exist) Requires information systems to be explicitly addressed in regional ITS architectures Program activities eligible under NHS, STP, and SPR

9 9 Operations Reauthorization Provisions Improve Performance of Existing System –Sec. 1201 Infrastructure Performance and Maintenance Program (IPAM) Establish program to preserve existing highway facilities or alleviate traffic chokepoints Only projects for system preservation, preventive maintenance, or operational improvements are eligible Provides funds to implement eligible projects that will also produce near-term performance & economic benefits Provides $1 billion/FY apportioned using STP formula Funding not utilized within 6 months to be redistributed.

10 10 Operations Reauthorization Provisions Improve Performance of Existing System –Section 1610 Use of HOV Lanes Allows States to exempt low emission/energy efficient, and transit vehicles from HOV occupancy requirements Allows tolling of non-HOV vehicles using HOV lanes (with Sec. 1615) States exercising HOV exemptions must institute participation and monitoring programs, and commit to maintaining facility performance

11 11 ITS Reauthorization Provisions Foster R&D, but Place Greater Emphasis on using ITS to Improve Performance and Operation of the Transportation System Represent Natural Evolution of Program – ISTEA – R&D – TEA-21 - R&D and Deployment Incentives – SAFETEA – R&D and Formula-based Deployment

12 12 ITS Reauthorization Provisions Improve Performance of Existing System – Sec. 1703 ITS Performance Incentive program Establishes formula-based incentive program to encourage deployment of ITS to improve system performance Formula initially NHS-based transitioning to performance based Replaces ITS Integration Program (which has been historically fully earmarked) $135 million/year

13 13 ITS Reauthorization Provisions Complete CVISN - Sec. 1704 Commercial Vehicle Information Systems and Networks Development (CVISN) Establishes program to fund nationwide deployment of CVISN Replaces Commercial Vehicle Infrastructure Program (which has been historically fully earmarked) $25 million/year Two types of grants : - core development: $2.5 million/state - expanded deployment: $1 million/state

14 14 ITS Reauthorization Provisions Continue Strong ITS R&D Program - Sec. 5505 ITS Research & Development Continues a comprehensive ITS R&D program $121 million/year ($726 million in SAFETEA is 20% increase from TEA-21) Minor Modifications Made to Reflect Program Priorities/Evolution Supports Mobility/Productivity, Safety, Security and Integration

16 16 Freight Reauthorization Provisions Institutionalization of Freight –Sec. 1205 Freight Transportation Gateways; Freight Intermodal Connections Program enables systematic improvements that facilitate freight transport into and thru gateways State responsibilities –Integrate freight needs into project development process –Designate a freight transportation coordinator –Facilitate public and private coordination –Encourage implementation of innovative financing where appropriate –Update ID of STRANET & NHS connectors within 3 years –Sec.1505 Planning Capacity Building Initiative Inclusion of Freight Professional Development Program into FHWA’s Planning Capacity Building initiative –Sec. 1806 Multi-State Corridor Planning Program Strengthens consideration of freight in Multi-State Corridor Planning Program (Sec. 1806)

17 17 Freight Reauthorization Provisions Freight Investment –Sec. 1205 Freight Transportation Gateways; Freight Intermodal Connections and Sec 1304 Transportation Infrastructure Finance and Innovations Act (TIFIA) Freight Transportation Gateways –Expand STP eligibility for publicly-owned intermodal transfer facility projects (Sec. 1205) –Expand TIFIA eligibility for public and privately-owned intermodal transfer facility projects NHS Freight Connectors (includes STRAHNET connectors) –Set aside (2% minimum) –Exemption Provision –Federal Share Payable (Sec 1205): 90% Federal share

18 18 Summary Established a foundation for TSM&O throughout the legislation. Facilitated the creation of information and institutional arrangements necessary to support effective operations. Brought a performance focus to the ITS Program. Supported the development of the next generation of technology by continuing a strong ITS program. Supported investment in freight gateways and connectors, and created an institutional focus on freight management. Using reauthorization to create a path that will bring about 21 st Century Operations using 21 st Century Technology we have:
