Laws Governing Driver Licenses
NJ drivers must have 3 items when driving: Valid license/permit Proof of insurance Registration cards Towed to impound, court appearance, fines, jail time, points, loss of license

Deadlines Address changes must be reported to the MVC within 1 week after moving Legal name changes must be reported to the MVC within 2 weeks An out-of-state driver who moves to NJ must apply for an Examination Permit within 60 days or before their current license expires, whichever is sooner. Out-of-state drivers under 18 who move to NJ are subject to this state’s GDL Program GDL permits expire after 2 years if all qualifications for a probationary license are not met

Questions Which 3 items must drivers have when driving?

6 Point ID Verification When applying for a driver license, a combination of documents that prove one’s age, identity, and US citizenship must be presented: At least 1 primary document Ex. Birth certificate (4 Points) At least 1 secondary document Ex. School photo ID w/transcript (2 Points) Total documents must = 6+ points Proof of address Ex. Graduated Driver License (GDL)
A multi-stage licensing program that gradually introduces driving privileges to first time drivers 3 options depending on which age you would like to begin driving The Early Bird Road - for 16 year old drivers The Young Adult Road - for drivers 17-21 The Adult Road - for drivers 21 and older

The Early Bird Road (Option A)
Special Learner Permit At least 16 years old Pass MVC’s K & V tests Parent/guardian consent Pass Behind the Wheel training course (6 hours) Probationary License At least 17 years old Completed 6 months of supervised driving without any violations as a Special Learner Permit driver Pass MVC’s K, V, & Road tests Basic Driver License At least 18 years old Completed 1 year of unsupervised driving without any violations as a Probationary Licensed driver Distinctions: Begin with a Special Learner Permit, 16 yrs old, 6 hrs Behind the Wheel course

Early Bird Questions To get a Special Learner Permit you must be at least 16 years old, pass the MVC’s K & V tests, and pass a 6 hour Behind the Wheel Training. To get a Probationary License you must be at least 17 years old, pass the MVC’s K, V, & R tests, and complete 6 months of supervised driving. To get a Basic Driver License you must be at least 18 years old, pass the MVC’s K, V, & R tests, and complete 1 year of unsupervised driving.

Young Adult Road Questions
To get an Examination Permit you must be at least 17 years old, and pass the MVC’s K & V tests. To get a Probationary License you must pass the MVC’s K, V, & R tests and complete 6 months of supervised driving. To get a Basic Driver License you must be at least 18 years old, pass the MVC’s K, V, & R tests, and complete 1 year of unsupervised driving.

Special Learner Permit Restrictions
No driving between 11:01 PM and 5:00 AM Accompanied by an adult who is at least 21 years old, possesses a valid driver license, and has a minimum of 3 years driving experience Passengers allowed: any parent, guardian, or dependant +1 additional passenger Decals must be displayed on license plates Failure to adhere to GDL restrictions may result in a fine of $100 or a possible suspension of driving privileges

Questions Permit and probationary licensed drivers cannot drive between 11:01 PM and 5:00 AM Permit drivers must be accompanied by an adult who is at least 21 years old, possesses a valid driver license, and has a minimum 3 years driving experience. Permit and probationary licensed drivers must display decals on both license plates.

GDL Decal All GDL drivers under 21 with a permit or probationary license must display 2 red, reflective decals on the top left corners of both license plates on every vehicle they drive Failure to display decals results in a $100 fine Decals cost only $4 at the DMV

Fact If a student driver commits a traffic offense, responsibility is with both the student and the instructor or adult supervising driver

Next-of-Kin Registry (Sara’s Law)
The Next-of-Kin Registry is a web-based system in NJ that allows individuals at least 14 years of age to voluntarily submit and maintain emergency contact information through the MVC. This information is used by emergency personnel to contact the loved ones of a person involved in an accident that renders them unable to communicate Sara Sayreville HS student was in a car accident. By the time her mother was notified by one of Sara’s friends, she was in a coma and passed away the following day.
