AIAA TCM Charter SCOPE Conduct activities that are directed toward understanding issues and developing solutions to management problems of interest to the aerospace and defense community, and to encourage and promote improved management methods and practices. OBJECTIVES To fulfill the AIAA Charter by providing significantly useful and relevant products, services, and information on management to the AIAA and its associated industrial, academic, and government organizations. To provide a meaningful environment for individual and corporate growth and a forum for committee members to exchange knowledge in the field of management through networking and sharing of personal and corporate experiences.

TCM Goals Conduct three content-rich TCM meetings with an average attendance of at least 15 active/alumni members (Singhal) Publish meeting minutes/share other items of interest to committee members on the TCM website (Dowdle) Actively engage every TCM member in the work of at least one TCM subcommittee (Subcommittee Chairs) Maintain TCM active membership to at least 25 (max 35) members (Goudreau) Maintain TCM alumni membership list and ensure opportunity for alumni participation in TCM mtgs/activities (Deepak) Create a mutually beneficial partnership with AIAA that enhances the contributions made by TCM to the AIAA mission (Irvine)

AIAA Awards Supported by Mgmt TC Von Braun Award for Excellence in Space Program Management -- This award is presented to an individual for outstanding contributions in the management of a significant space or space related program or project AIAA announced the 2014 winner at the Space 2014 Conf.: –Mr. Frank J Cepollina; NASA Goddard Space Flight Center Deadline for 2015 Award was Feb. 1, 2015 (TCM should be supporting the Space Systems TC in 2015) – do not know status

Engineering & Technology Mgmt Technical Group TCM is part of the ETM Technical Group –ETMG Director is Nancy Anderson 9/16/14 telecon –NEW ITEMS 2015 SciTech TAC workshop topic (PC, TC Chairs, Members of other committees, etc) – will focus on a gap analysis re: what AIAA is offering now and what should AIAA be offering for the future. Looking ahead: has the industry evolved and is AIAA evolving as well. Near term and long term. Revenue generating ideas. Agenda and read-ahead material is planned to be provided before the holidays –OLD ITEMS Looking at potentially restructuring the AIAA governance model – stay tuned. Honors and Awards – please ensure your TCs are actively gathering nominations.

Engineering & Technology Mgmt Technical Group 9/16/14 telecon (Cont) Systems Engineering o CASE 2015 will be part of Aviation 2015 – 1 track, part of Forum 360. Sophia Bright and David Dress are leading the effort. Theme will be “Whatever happened to the 4 year airplane.” CASE content will eventually be integrated into all 5 Forums – working group formed to develop approach History o Centennial Update: NASA is working with NASM on the Centennial historical symposium March 3-4, 2015 at NASM. Society and Aerospace Technology o Revamping the SATTC website with articles of interest to SAT TC. o Aerospace pocket guide – looking for more aerospace stats for the pocket cards. Legal Aspects of Aeronautics and Astronautics o Assisted the International Institute of Space Law in hosting the Galloway Space Law Symposium Economics o Organizing a Costing and Risk Analysis Workshop. Plan is to try to hold it at Rand in April 2015. Feb 2016 will be in SNL.

Aerospace America Year in Review Article 2014 Article published in Dec. Aerospace America, written by Tom Goudreau (thanks Tom!) and covered mgmt topics incl.: –Geo-political environment and its affect on aerospace –Defense spending: With the spending caps in place in the Budget Control Act (BCA) the debate appears to have shifted from “how much should be spent on defense” to “what should be bought with the limited defense dollars we have”. –Commercial Industry sales and future prospects –Industry wide affordability initiatives, incl. additive manufacturing –Confronting and challenging risk aversion in aerospace acquisition

Special Request Possible AIAA Foundation Scholarship AIAA Foundation Board of Trustees reviewed of the Foundation financials; the von Braun account has grown to a sizeable dollar amount BoT would like to establish a scholarship for either undergraduate or graduate students in honor of von Braun. The Foundation oversees nine undergraduate and seven graduate scholarships –The graduate scholarships also have the additional requirement of a research outline –AIAA staff manages the overall process similar to the way the professional awards are managed. Undergraduate scholarship applications are reviewed and selected by the Student Activities Committee Selection and review of the graduate scholarships is done by the TC that has the knowledge and expertise of the subject area. –Space Systems and Management TCs would make award election Scholarship Amounts: Currently scholarship amounts range from $1500 - $5,000. The TCs will need to determine the amount of the award. The account can fund up to a $5,000 scholarship

Special Request Possible AIAA Foundation Scholarship Discussed the subject award at the Dayton mtg TCM members, who are also current or former academics, helped us understand the current picture as far as the need for and most effective use of engineering scholarship resources –Our belief is that the greatest need is at the undergraduate level –Mgmt TC strongly recommended that this money be used to establish at least one undergraduate scholarship at the $5000 level. An alternative would be to establish two scholarships for undergraduates at the level of $2500 each. It is our understanding that if the Foundation Board accepts this recommendation, that the TC will have no further or continuing responsibilities. If the Board should decide to fund a graduate level scholarship, we will discuss with the Space Systems TC the responsibilities for doing the application evaluations –Within AIAA, the knowledge and expertise associated with the proposed von Braun scholarship target area resides with the Space Systems TC –We will discuss responsibilities with them, if need be.

TCM Membership Selection Guidelines A formal education in both the technical (engineering and/or science) and the management (business administration, management or finance) fields is desired Practical experience in each field is mandatory with both line and staff experience desired Must have at least 10 years experience in aerospace programs and must currently be in a position of substantial management responsibility Each prospective member is personally interested in developments in the technical and management fields and has personally contributed to each in the form of speeches, papers, etc He or she should be an active member of, and have demonstrated personal interest in, the AIAA through past or current contributions Similar interest demonstrated in other professional management societies is desirable

TCM Active Member Guidelines Active members serve at the discretion of the TCM committee leadership New members serve a three year term. A two year extension may be granted to active members by the TCM leadership Active members must have sponsoring organization support for committee participation and attendance. Any member missing more than two consecutive meetings will be asked to reaffirm this commitment as a criteria for continuing active member status Active members are expected to attend at least two meetings per calendar year Active members are to participate on at least one subcommittee Active members are expected to make both proactive and constructive contributions to the operations and activities of the TCM

TCM Alumni Member Guidelines The TCM Alumni Subcommittee will be responsible for maintaining the roster of Alumni members, who serve at the discretion of the TCM committee leadership Active alumni are expected to attend at least one meeting each year Unique knowledge or capability not embodied in active TCM membership Holds senior position in industry/government/education and can provide advisory benefit to TCM and AIAA

Reducing Acquisition Cycle Time or Product Development and Delivery Cycle Time Purpose: Explore the interest and enthusiasm by our TC membership to take up the topic of –acquisition cycle time (if you think in terms of defense or government programs) Or –product development and delivery cycle time (if you work in the civilian aviation industry) A way for the TC to make a contribution to the Institute and to the industry as a whole

Reducing Acquisition Cycle Time or Product Development and Delivery Cycle Time In Hunstville, Mike Griffin challenged us to take up the question of Acquisition Cycle time as the important topic to our industry To offer up perspectives and actionable solutions to leaders in military and civilian segments of industry We discussed at ATT and decided to approach CASE organizers about working this into the CASE mtg agenda and agenda At CASE 2015, Monday afternoon, CASE will be the P.M. Forum 360 Event: “Whatever happened to the 4 year airplane” – Aircraft development time
