6 Component 2: Improved Enabling Environment Improve crop and livestock production estimates and market price information systems (public good) Facilitate legal, policy, and regulatory reform

7 Technical Approach Value Chain (VC) Driven project – VC Analysis –Focus on a limited number of value chains with high potential –Set a vision for the growth of the value chain –Work with private sector and government to address all constraints Apply a Business Services Approach –Identify and address market failures –Use market driven mechanisms and market enabling tools –Employ once off investments to stimulate service development
