What are the new requirements? New Federal Law Requires Proof of Citizenship & Identity One-time process Starts July 1, 2007

Who is affected by the new law? Current members (U.S. Citizens) New applicants (U.S. Citizens)

Exempt Citizens Medicare beneficiaries Supplemental Security Income (SSI) beneficiaries Children in foster care Newborns of SoonerCare members (Due by 1 st birthday)

Electronic Verification Data matching OSDH Vital Statistics OKDHS

How does it affect non-citizens? No change in eligibility rules for non-citizen, qualified aliens No further documents required for qualified aliens (already must provide documentation) No change for emergency services

Proof with a Single Document One of these proves both citizenship and identity: U.S. passport Certificate of naturalization Certificate of citizenship

Proof of Identity Driver’s license or state ID card See Fact Sheet for other proof

Proof of Identity for Children Day care or nursery record School record or report card--under 16 Affidavits signed by a parent or guardian (under 16 only)

Proof of Citizenship U.S. birth certificate See Fact Sheet for other proof

Assistance with Documentation Special assistance from OKDHS and OHCA (CVU) Members to make good faith effort to provide proof

Written Affidavit Last resort method of proof Can’t use for both citizenship and identity

Outreach to Current Members Notification Letter and Fact Sheet Flyer mailed to members Started May 2007, continues for one year
