NETC@RDS for e-EHIC The technological challenge Guillaume AFLALO Med-e-tel Luxembourg, 2nd April 2009

Summary I.The early challenge II.The running implementation 1.Portal & back office secured infrastructure 2.Smart card reading applet mechanism 3.Workstation components deployment III.What is common ? What is specific ?

I - The early challenge

Offer to the health care practitioner & EU citizen a secured online infrastructure to initiate the patient administrative admission properly by: 1.Retrieving the European Health Insurance dataset from –A national health smart card Or –A European Health Insurance Plastic Card 2.Validating online in realtime this EHI dataset by its issuer

II- The running Service Implementation On-line verification of entitlement rights via national portals Minimal data provision contributing to back-office interstate billing Automated data capture for identification based on a common set of data elements 1 2 3

The running Service Implementation EHIC or Smart Card Log stored Health Care Pro. Workstation NETC@RDS Service Portal SLOVAKIA NETC@RDS Service Portal ITALY RepositoryITALY Billing Services secure Internet or Intranet Internet SSL V3

The smart card reading applet mechanism Health Care Pro. Workstation Netc@rds Portal APPLET IT Smart Card Reader Web Browser PC/SC Resource Manager

Netcards Workstation Low Level Drivers Netc@rds Portal APPLET FR APPLET AT APPLET IT APPLET SI APPLET DE GALSSJNI SI JNI DE JNI GALSVW32 CT- API SIJNI.dll Smart Card Reader Web Browser EHIC OCR Formular OCR Application Scanner Driver OCR Scanner Windows PC/SC Driver & Resource Manager

Workstation components deployment Easiness of technical deployment is a critical point : –Hospitals & GP have already lots of SW from various vendors –Smart card reading & health Insurance is not their core buisness NETC@RDS Deployment consists of : –Installing Java Runtime Environment (if not already in place), –Installing a USB smart card reader, –Running a simple setup.exe that install all components => Deployment of a Workstation does not take more than 15 minutes !

III- What is common ? What is country specific ? What is common : –Portal source code –Security means between portals –Workstation setup for deploying smart card components What is country specific ? –Portal Back office connector –Smart card reading applets ( shared & served by card issuer portals) –Security means between portal and service units
