We are looking at the Industry Guide for Government. “Manage Outcomes of Benefits and Enrollments”, “Citizen-centric experience” are government-specific imperatives that are mapped out here. We also have strategic imperatives such as “Balance risks, security and compliance” as well as “Business Model and Process Transformation” and “Manage costs and reduce operating expenses” as the government organizations must manage these aspects of their operations much like corporations. The Middle layer, in blue are specific business objectives under a strategic imperative. For example, there are 2 business objectives are under the strategic imperative “Citizen-centric experience” : those are “Ease of access to govt. services” – essentially making sure that social services agencies can deliver benefits to the citizens in a timely and efficient manner. Second business objective, “Consistent multi-channel experience to programs” is all about providing access to beneficiaries of social programs access to the relevant information via phone, web and in addition to paper based communications. IBM team will work with specific government agencies to help prioritize the imperatives as well as underlying objectives and will provide a recommendation for a set of information-centric projects and best practices to accomplish these business goals! 4/20/2017 Smarter Business Outcomes With Information Agenda Summary Information Agenda Industry Guide – Projects overview Full Script Let’s look at the information intensive projects for the strategic initiative – Business Model and Process Transformation for government organization. In order to accomplish the objectives – “Enable trusted access across multi-agencies”, “Enable adaptive, effective operations” and to create “Audit Readiness”, the organization should consider following projects.. One of the projects to consider is “Records/Forms management” – this project is all about eliminating the paper records, and moving business processes to electronic data capture through forms and enabling the business processing via a single integrated system, rather than using ad-hoc manual processes. Most government organizations still have paper forms – managing processes based on these forms is cumbersome, expensive and error-prone: “Records and Forms Management” project will eliminate the need to have paper forms, and digitize existing paper based records for future reference, reducing costs and driving greater productivity and citizen satisfaction.. Compliance warehouse is about collecting all the information needed for compliance in a central location and making it available as and when it is needed to meet the regulatory compliance needs. Previous projects, “records and forms management” directly feeds this warehouse. After we have built a compliance warehouse to meet regulatory needs, next step is to consider building an Enterprise data warehouse, which will cover the entire span of the organization, all agencies in case of government. In order to have a successful Enterprise data warehouse, you need clean and consistent/standardized data – this is where “Data Cleansing & Quality” project helps you. Last, but not the least, you need a single view of your citizen across all your departments (or agencies) as well as single view of your program or services that are offered to the citizens. An enterprise data warehouse can’t produce quality results, without this master data : The two projects on the right hand side – “Single view of citizen” and “Single view of program/services” help you build this master data. As you establish your foundation with these projects, it’s time to leverage it to do forecasting, budgeting, planning as well as manage performance using Key Performance Indicators, dashboards and scorecards : This is the final set of projects outlined on the top layer.
