Desired outcome 1. A new service rule that is clear and easy to implement. 2. Minimum amount of judgement required by the umpire. 3. Reduce the advantage to the server. 4. Improve the image of our sport.

Intent of the new Rule That the ball be clearly visible to the receiver from the moment the service starts until the moment it is struck in service. There should be no possibility to hide or camouflage the ball at any time. The receiver’s line of vision should be clear enabling the receiver full view of the ball during the service
