2 Higher School of Economics, Moscow, 2012 Business Education in Russia: accreditations photo Amendments to Federal Education Law (N 3266-1) adopted during summer 2011 and enforced since 2012 abrogate the State Standard for Business Education Programs. Each university, business school or corporate university is individually responsible for designing programs and delivering certificates of completion for continued education. Minimum of State Control: state continues its licencing of higher education institutions What is next?

Goal: design and sustain standards of continued business education Limitations: business and its perception of the quality of the new standard, conformity with existing international standards Brand contest: «foot voting» and «challenge of reputations» E.g., merger of GASIS (State Academy of Continued Education in Construction and Investment) and HSE. Weak players step out, less participants, emergence of trendsetters Limitations: no regulation or control mechanisms on the first stage, which may drag on External Potential Rigid Link Strategy E.g., International accreditations: EQUIS – international mobility, internationalization of education AMBA – MBA programs AACSB – faculty selection criteria and knowledge evaluation Common requirement: selectivity in enrollment Limitations: constant lagging behind, little account for Russian business environment specificity Flexible Link Strategy (adaptation to the Russian market, fine-tuning of Russian programs and joint ventures) E.g., Partner program of HSE and ESCP EUROPE Business School - Master in European Business Limitations: high level of trust between international partners, need to coordinate multiple interests, legal differences, possible «cannibalization» 1 1 2 3 4

Task: internationalization of continued education at HSE according to the flexible link strategy. Strategy: Adaptation of foreign business education programs at HSE Launch of joint products with leading international business schools (ESCP EUROPE, EDHEC) Respecting the needs of the Russian corporate world Professional exchange and sharing experience with international counterparts Use of strong academic and expert resources of HSE and ESCP EUROPE Advantages: coordinated institutional effort for better results: «university – partner – business» «Russian bike assembled with international parts» (to the example of Porsche) Spin-off and integration with Masters double-degree programs Previous reputation and success stories (double degree programs with Université Paris 1 Panthéon Sorbonne)
