12 The Problem Continued Application of In-state and Out-of-state Tuition for Distance Learning Courses Traditional place bound policy Residency is still primary factor in determining charges In-state and Out-of-state Differentials Are Significant and Represent a Real Barrier to Creation of the “Electronic Marketplace”.
