COMMUNITY PLANNING PROCESS Jewish Federation of Greater St. Paul A project to learn what people value in our community and their areas of concern in order to identify and address the issues most important to the St. Paul Jewish community’s long-term vibrancy

Our community talked. We listened. 37 Listening Sessions (small group conversations) Conducted by 25 volunteers (facilitators & note takers) 350 people participated (3.5% of population) Guided by Leadership Team of 27 agency execs, rabbis and lay leaders Data analyzed by Rainbow Research and verified by community Data & Learning Team 35-50 volunteers will participate as panel members for Research and Recommendation Panels

Comprehensive process Reached a diverse cross-section of community: All ages Jewish school parents Empty nesters Jewish educators Reform, Conservative, Orthodox, Humanistic streams Jewish community leaders GLBTQ Russian Americans Holocaust survivors Low income older adults Hadassah/NCJW women Targeted urban and suburban areas Reached but in lesser numbers: Unaffiliated Interfaith families People with disabilities Teens Young adults People who moved to Minneapolis from St. Paul Twenty-seven issues identified. A guiding principle and five priority issues were chosen by Leadership Team.

Research & Recommendation Panels Approach 1. Define the current state of affairs regarding the issue. 2. Specify scope of work. 3. Learn from evidence. a. Examine how other Jewish communities have approached this issue. b. Examine how non-Jewish communities have approached this issue. c. Listen to views of those with deep experience in our community. 4. Examine through lens of guiding principle of collaboration. 5. Develop recommendations. (Recommend: (a) realistic aspirational goal for our community; and, (b) realistic path to achieve goal.) 6. Communicate back to community. (Make recommendations; write report on what was considered, what was chosen, why.) 7. Evaluate efforts

Next steps Federation is conducting a parallel allocations process review Will determine how to revamp allocations to address 5 priorities
