What are we doing at the WHO and PAHO facility and operations level?

Advancing environmental sustainability in the health sector | 12 | Greening WHO facilities and operations WHO conducted its first GHG inventory in 2008 and then again in 2012. PAHO is currently conducting this inventory. WHO and PAHO are currently considering policies (including targets) for reducing air travel. Renovations, which are estimated to reduce by up to 80% of WHO HQ current level of CO2 with respect to power generation and electricity consumption, are under way.

Advancing environmental sustainability in the health sector | 13 | UN Interagency Joint Initiative on Green Procurement in the Health Sector Overall objective: –Health sector procurement contributes to the promotion and protection of health and does not adversely impact on the environment Outputs/expected results: 1.Evidence based standards established, and activities to address research gaps are initiated, 2.UN procurement officers, suppliers, and health actors are capacitated so as to be able to operationalize green procurement practices in the health sector; 3.Key stakeholders are aware of, engaged in and supportive of the overall initiative.

Advancing environmental sustainability in the health sector | 14 | PAHO Policy on Sustainable (Corporate) Procurement Requires PAHO to use environmentally-responsible suppliers and to consider the environment in procurement planning, requirement definition, solicitation development, bid evaluation, and contract management: –Specs must provide for the expanded use of environmentally- preferred products –Solicitations will include information about PAHO’s environmental sustainability expectations –Evaluation criteria related to environmental sustainability will be included in the technical evaluation and/or considered in the cost analysis of all quotations, bids, and proposals. –Environmental sustainability evaluation criteria will also be used in service level agreements

Advancing environmental sustainability in the health sector | 18 | GREENING PAHO RF/SF PROCUREMENT DEMAND PLANNING Implement Minamata Convention and reduce demand for mercury- containing products SUPPLIER REGIS. Require compliance with the UN Supplier Code of Conduct **Require WHO pre- qualification** WHO PREQUAL. Include sustainability requirements (like mercury- free vaccines) in WHO pre- qualification decisions SOLICITATION State environmental requirements and criteria in requests. AWARDS Use sustainability criteria to evaluate bids (e.g., limited packing material) Assign points to bidders with greater environmental compliance – even if higher financial bid CONTRACT ADMIN Assist countries with waste management and incineration Monitor suppliers’ ongoing UNSCC compliance Obtain Member States’ agreement to spend more to obtain more sustainable goods
