9  These concepts would be applied within each course, not across courses, and would require students who took separate reading and writing assessments to meet three criteria:  pass one assessment (either reading or writing);  meet at least the minimum score on the other; and  achieve a combined scale score of 3750 (the phase-in 1 standard), which represents the sum of the scale scores needed to reach Level II for reading (1875) and Level II for writing (1875). 16  Each board of trustees must adopt and enforce a policy limiting the removal of students from class for remedial tutoring or test preparation. Section 25.083  A student may not be removed for remedial tutoring or test preparation if, as a result, the student would miss more than 10% of the school days on which the class is offered unless the parent gives written consent. 19  SUBSTITUTE ASSESSMENTS TO FULFILL GRADUATION REQUIREMENTS FOR STAAR  The proposed substitute assessment rule will allow students to substitute certain comparable tests for corresponding STAAR EOC assessments for graduation purposes.  TEA will implement this rule in the 2013–2014 school year with an effective date retroactive to the 2011­–2012 school year. 20  SUBSTITUTE ASSESSMENTS TO FULFILL GRADUATION REQUIREMENTS FOR STAAR  TEA will determine the cut scores that can be used to satisfy a student’s testing requirement for graduation.  It will be the responsibility of the district and the student to verify the results on substitute assessments for graduation purposes. 22  BENCHMARK TESTING  Limits the number of benchmark assessments to two per state assessment. 24  Assessments for students served by special education and assessments for ELLs are now the responsibility of the Assessments for Special Populations Unit in the Student Assessment Division.

25  Eligibility criteria for TAKS exit level retests:  Must have TAKS as a graduation requirement  Must be classified as an 11th grader or higher  Administration of Texas Assessment of Knowledge and Skills (TAKS) exit level is available for students who are taking the test for the first time and are classified as 11 th graders or above in October, 2013. 26  Grade 4 students at selected campuses will participate in the English version of the STAAR writing prompt study on March 3, 2014.  Districts selected to participate in the writing prompt study were notified.  For those districts selected, campus assignments will be posted to the Texas Assessment Management System, delivered through PearsonAccess. 26

27  A grade 4 writing prompt study for the Spanish version of STAAR will also be administered on March 3, 2014.  Because of the small number of testers statewide, all grade 4 students who will take the STAAR Spanish grade 4 writing assessment in spring 2014 will be required to participate in this study.  Materials for the STAAR Spanish writing prompt study will be sent to districts based on the 2014 participation information provided to Pearson in fall 2013. 27

32  There are two primary reasons for this proposal:  For grades 3–8, schools did not receive performance- level data on students until January 2013, which limited the time available to adjust instruction prior to the spring 2013 test administrations.  For all grades and courses, schools did not have access either to a released test form (as they had in the first year of TAKS) or to the associated item-level analysis for their students. 33  APPLICATION OF PERFORMANCE STANDARDS ON EOC ASSESSMENTS  TEA is proposing that the performance standard needed to meet the testing requirement for graduation be based on the performance standard in place when students take their first EOC test and apply to all five EOC assessments.  For example, for students who took STAAR Algebra I in spring 2013, the first phase-in standard for Level II: Satisfactory Performance would apply to Algebra I, STAAR English I, English II, biology, and U.S. history. 35  APPLICATION OF PERFORMANCE STANDARDS ON EOC ASSESSMENTS  Students cannot use a passing score for a STAAR EOC assessment that is no longer required for graduation as a substitute for an assessment that is still required.  For example, a passing score on STAAR geometry cannot be used in lieu of not meeting the required passing standard on Algebra I to satisfy the mathematics testing requirement for graduation since geometry and Algebra I are not equivalent courses with regard to content. 37  When enrolled in English I/ESOL I course, eligible ELL shall not be required to retake assessment each time it is administered if student passes course but does not meet standard. 39  Beginning in spring 2014, students in grades 5 and 8 who participate in STAAR L will be held to the Student Success Initiative requirements. Students in grades 5 and 8 who participate in STAAR L will have three opportunities to pass the STAAR L mathematics test and three opportunities to pass the STAAR reading test. 40  Online interface provided certain linguistic accommodations for qualifying students:  Clarification in English at the word or phrase level for pre-determined words  Words read aloud at the word-by-word level  35,000 students across the state were administered STAAR L across all administrations in 2013 40

45  Standardized Oral Administration (SOA) for the STAAR program will be offered statewide as an online option for oral administration in the 2013– 2014 school year.  Districts will be given the opportunity to test students using SOA in the following grades and subjects:  grade 4 reading and mathematics  grade 7 reading and mathematics  grade 8 science and social studies 45

50  REDESIGN OF THE STAAR ALTERNATE PROGRAM  HB 5 requires that the agency develop an alternate assessment for the most severely cognitively disabled students that does not require teachers to prepare tasks or materials.  This newly designed alternate assessment will be administered for the first time in the spring of the 2014–2015 school year.
