2 National Domestic Preparedness Consortium (NDPC) is a partnership of several nationally recognized organizations whose membership is based on the urgent need to address the counter-terrorism preparedness needs of the nation’s emergency first responders within the context of all hazards including chemical, biological, radiological, and explosive Weapons of Mass Destruction (WMD) hazards. 2

3 NDPC Mission Statement is to enhance the preparedness of federal, state, local, and tribal emergency responders/first receivers and teams, including non-governmental organizations and the private sector, to reduce the Nation’s vulnerability to incidents involving weapons of mass destruction, terrorism, –and all-hazard high- consequence events by developing, delivering, and assessing plans, training, technical assistance, and exercises. 3

4 Eligible Applicants: Available to State, local, tribal, and territorial governments; and those non- profit associations and, organizations, including community and faith-based organizations, with a national scope and with a demonstrable expertise relevant to the focus area for which grant funding is requested; and non-profit higher education institutions with existing programs which address the focus area for which grant funding is requested. 4

5 Funding There is no cost for state, local, and tribal first responders. –This Federally-funded training is offered within the Federal Emergency Management Agency/National Preparedness Directorate (FEMA/NPD) U.S. Department of Homeland Security. –Back-fill funding is not covered 5

7 Verification All eligibility requirements and prerequisites will be verified by the individual State Administrative Agency Training Point of Contact prior to an application being forwarded to the CDP. 7

8 How to Apply for and Schedule Training Delivery Find a course - search the catalog to find the course you need to take.search the catalog If you do not have a FEMA SID or can’t remember your FEMA SID visit https://cdp.dhs.gov/femasid/. There you will be able to register or retrieve your SID number. All participants for FEMA training must have a valid FEMA SID to attend courses, regardless of delivery mode (resident, mobile, or online)https://cdp.dhs.gov/femasid/ Get approval through your internal chain of command. Find your SAA TPOC - all courses, other than online courses, must be authorized through your SAA TPOC.Find your SAA TPOC Provide the SAA TPOC with the following information. 8

12 FEMA Student Identification (SID) is a unique number generated and assigned to anyone who needs or is required to take training provided by a FEMA organization. Your FEMA SID uniquely identifies you throughout the FEMA organization and all of its agencies. 12

14 The consortium is made up of seven members The National Disaster Preparedness Training Center (NDPTC) at the University of Hawaii; the Counter Terrorism Operations Support Center for Radiological/Nuclear Training at the Nevada National Security Site (NNSS); and the Center for Domestic Preparedness (CDP). Emergency Management Institute –The CDP is a FEMA training facility and is funded through a separate appropriation. 14

17 Center for Domestic Preparedness The CDP began operations in June 1998 as the only all- hazards training center, offering training on Chemical, Biological, Radiological, Nuclear, and Explosive weapons (CBRNE). 17

18 Train at the nation's premier all- hazards training center is the United States Department of Homeland Security (DHS)'s only federally chartered Weapons of Mass Destruction (WMD) training center. 18

19 Center for Domestic Preparedness On March 31, 2007, the Noble Training Facility (NTF) was transferred from the U.S. Fire Administration (USFA) to the CDP. NTF is the only hospital facility in the United States dedicated to training hospital and healthcare professionals in disaster preparedness and response. 19

21 COBRATF Chemical, Ordnance, Biological and Radiological Training Facility (COBRATF), the CDP offers the only program in the nation featuring civilian training exercises in a true toxic environment, using chemical agents and biological materials. –The advanced, hands-on training enables responders to effectively respond to real-world incidents involving chemical, biological, radiological, explosive, or other hazardous materials 21

22 CORBA The Chemical, Ordnance, Biological, and Radiological Training Facility (COBRATF), emergency response professionals train using nerve agents GB (Sarin) and VX, as well as non- pathogenic strains of anthrax, ricin and radiological materials. 22

23 Center for Domestic Preparedness The Advanced Responder Training Complex (ARTC) offers a cross-section of environments found in any community throughout the nation. The complex provides responders with a realistic training environment, to exercise the skills acquired during training. The ARTC includes a remodeled industrial park complex with simulated office space, medical clinic, fast food restaurant, facility maintenance, biomedical laboratory, calibration laboratory, and shipping/receiving office. 23

26 Center for Domestic Preparedness Resident Training If you are a state, local, or tribal government emergency responder, this training is completely funded by DHS at no cost to you or your jurisdiction. –We fly you into Atlanta airport, pick you up, transport you to the CDP, and provide all meals and lodging. Indirect Training The Center for Domestic Preparedness (CDP) currently offers four (4) Train the Trainer courses. – (TtT) courses, recognizing successful graduates as Indirect Trainers for their home state in accordance with the State/Territory/Tribal Training point of contact directive 26

48 Executive Policy Group If there is an event that affects, or could adversely affect the campus operation or mission of the university. –The EMPG has the authority to make strategic, financial, operational, and policy decisions in response to the issue or event. –If the implications of a crisis require executive decision-making, have potential long-term implications on the viability and reputation of the campus, or require significant changes in existing policies, the EMPG is expected to become involved in the day-to-ay management of the crisis. 48

52 NATURAL DISASTER TRAINING CENTER The center provides high quality disaster training to ensure that island communities throughout the Pacific are ready and able to respond, recover, and reconstruct after catastrophes. U.H. has one of seven federally funded FEMA National Domestic Preparedness sites nationwide. 52

53 The NDPTC is authorized to develop and deliver training and educational programs related to homeland security and disaster management, with a specific focus on natural hazards, coastal communities, and the special needs and opportunities of islands and territories. –Within this document was established the Core Capabilities which are essential for the execution of each of the five mission areas: –Prevention, Protection, Mitigation, Response, and Recovery. –In response to the Core Capabilities, NDPTC has realigned their training courses to meet the Core Capabilities. 53

55 MGT 335 Event Security Planning for Public Safety Professionals This course enables participants to recognize and plan adequate strategies and security measures to prevent or mitigate security incidents which may occur during scheduled events. The course reinforces the importance and magnitude of security planning required to execute a safe and effective event regardless of the size. As a take-away job aid, students will receive a copy of a computer-based software tool designed especially for this course. –This job aid will provide guidance to security planners in the decision making and synchronization of all security-based tasks and considerations required for developing a security outline and plan for any type of scheduled event. 55
