2
CONTENTS Preconditions for the creation of IS “Geomatininkas” (Geosurveyor), aims and tasks. Main functionalities of IS “Geosurveyor” Electronic documents User statistics
3
RECENT HISTORY. SITUATION 8 YEARS AGO Desktop software only for data processing; No standard for digital cadastral data; Work duplication (no full reuse of digital cadastral data) in land parcel cadastral data file revision and land parcel registration processes; No electronic documents (printed (paper) cadastral data files and unstandardized digital data); Low quality of cadastral data files, no means for communication between surveyors.
4
MAIN AIMS FOR THE CREATION OF IS “GEOSURVEYOR” Web-based software for processing digital cadastral data of land parcel, with access to as many as possible data needed for surveying; Optimisation of the processes for revising cadastral file of the land parcel and registering land parcel; Transition from paper to electronic documents; Increased quality of preparing cadastral data file of the land parcel; Standardization of digital cadastral data of land parcel.
5
MAIN AIMS FOR THE CREATION OF IS “GEOSURVEYOR” SURVEYORS LAND PARCEL CADASTRAL DATA ELECTRONIC FILE GEO SURVEYOR WEB SECR CADASTRAL DATA MANAGER NATIONAL LAND SERVICE STAFF Real Property Register Address Register RPR GIS Database Mass Valuation IS Register of Legal Entities Other cadastres, Registers and IS
6
IS “GEOSURVEYOR” Implementing the established aims, the SECR developed web-based IS “GeoSurveyor” (GeoMatininkas), which enables to: Submit initial data to surveyor (present as much as possible important spatial data related with object); Process cadastral surveying data of the land parcel and prepare electronic cadastral data file of the land parcel, introduce self-control tools; Submit the prepared cadastral data file of land parcel for revision and registration; Partly automate revision of cadastral data file of the land parcel and registration of the land parcel; Provide information about land parcel surveying.

INTEGRATION WITH OTHER CADASTERS, REGISTERS AND INFORMATION SYSTEMS ADDRESS REGISTER REAL PROPERTY REGISTER REAL PROPERTY REGISTER GIS DATABASE ELECTRONIC ARCHIVE MASS VALUATION INFORMATION SYSTEM LAND INFORMATION SYSTEM GEO- REFERENCE FRAMEWORK CADASTRE CADASTRE OF THE PROTECTED TERRITORIES REGISTER OF LEGAL ENTITIES REGISTER OF CULTURAL PROPERTIES INFORMATION SYSTEM „GEO SURVEYOR“ FORESTS CADASTRE OTHER CADASTRES, REGISTERS AND IS
8
IS “GEOSURVEYOR” Main groups of users: Surveyors; Employees of the National Land Service; Employees of the State Enterprise Centre of Registers (cadastral data managers); Other users (e.g. owners, planners of the territories).
9
MAIN FUNCTIONALITIES 1. Setting of the measurement area Surveyors define their measurement area where they are carrying out measurements of a parcel. Other measurement areas are seen on the map. Information of who is responsible for these areas is available on request.
10
MAIN FUNCTIONALITIES 2. Import/ Export of data (CAD, SHP, raster); 3. Loading of measurement data Measurement data(text) → Pikets Layer(GIS features);
11
MAIN FUNCTIONALITIES 4. Drawing (in the layers Pickets, Annotations, Points, Lines, Areas, each layer has its drawing/editing tools) like in desktop programs; 5. Scale-dependent legend (depending on parcel plan scale, user sees just appropriate symbols).
12
MAIN FUNCTIONALITIES 6. Drawing (the slopes, generation of building stairs (within 3 points)) 7. Additional data can be obtained by solving various geodetic tasks.
13
MAIN FUNCTIONALITIES 8. Owners of the land parcel can be searched by their unique personal code from the Population Register or Register of Legal Entities. 9. Calculation of land use restriction areas of the selected objects.
14
MAIN FUNCTIONALITIES 11. Automated generation of land parcel plan (layout scheme is formed automatically; Coordinate sheet is on the other side of a page) and other cadastral data file documents of the land parcel
15
MAIN FUNCTIONALITIES 12. Self-control tools enable the surveyor to find where land parcel boundaries do not match
16
MAIN FUNCTIONALITIES 13. Direct link to the electronic archive of the Real Property Register. 14. Automated control of the possible difference in the area of land parcel.
17
MAIN FUNCTIONALITIES 15. Automated control of attribute data of land parcel (municipality, residential area, cadastral division (area and block)) according to the selected measurement area 16. Data is entered by surveyor only once, then is used in different tables of cadastral file documents 17. Automated control of the cadastral numbers of neighbouring land parcels
18
MAIN FUNCTIONALITIES 18. Special access for the employees of the National Land Service, and cadastral data managers from the Centre of Registers
19
USE OF ELECTRONIC SIGNATURE Cadastral data file documents signed with electronic signature correspond to the requirements of ADOC specification of the electronic document signed by an electronic signature which was approved by the order of Director General of the State Archives Department.
20
USE OF ELECTRONIC SIGNATURE Electronic signature is used three times when managing land parcel cadastral data: 1.Surveyor signs cadastral data case file documents he/she prepared in the system with electronic signature; 2. Cadastral data manager pre-checks the case file documents and approves them by signing with electronic signature; 3. After registration in the Real Property Register, cadastral data manager signs case file documents with electronic signature in order to transfer documents to the electronic archive.
21
PREPARATION AND USE OF ELECTRONIC FILES Owner IS «Geosurveyor» Land parcel cadastral data electronic files National Land Service SECR Cadastral data manager Surveyor 3. Delivery of e- file or printed copy 1.Orders surveying 4. Revision of land parcel e-file 5. Land parcel formation document 2. Preparation (submission) of e-file 6. Revision of land parcel e-file and registration of land parcel (transfering data from IS Geoserveyor to RPR)

USER STATISTICS All users - 1933, Out of them: Surveyors – 1355; Employees of the National Land Service – 400; Cadastral data managers of the SECR– 170; Others – 8.
