Background; In 2009, the Leaders of APEC welcomed the Supply Chain Connectivity Framework, which has identified eight chokepoints in regional supply chains and suggested actions to address these chokepoints. At the same time, they welcomed the commitment from Transport Ministers to achieve greater seamlessness in our multi-modal transport networks and called for officials to continue cohesive efforts towards improving supply chain connectivity. This project directly responds to their direction. JAPAN 2010

This project proposal makes part of the Action Plan for Chokepoint 6 ”Underdeveloped multi-modal transport capabilities; inefficient air, land, and multimodal connectivity” JAPAN 2010

Objectives; This project seeks to achieve enhancement of supply chain connectivity focusing on ports through using information and communication technology which can automatically and in real time share information on the movement and status of maritime containers between logistics enterprises, ports and shippers under the Supply Chain Connectivity Framework. Outline of COLINS COntainer Logistics Information Service(Colins) is:
a web-based information service developed for integrating and sharing container logistics information among terminal operators, cargo owners, forwarders, carriers, etc, Port Community System in Japan, now being developed and managed by Ports and Harbors Bureau of MLIT available at Vessel Schedule Displays vessel schedule information provided by terminal operation systems, port authorities, and the AIS (Automatic Identification System). Traffic View Cam Displays live traffic views from more than 50 traffic cameras at port districts Cargo Availability Displays import cargo availability derived by terminal operation systems COntainer Logistics Information Service(Colins) is: a web-based information service developed to promote information sharing among terminal operators, consignees, forwarders, carriers, etc, This is a sort of Port Community System in Japan, now being developed and managed by MLIT as part of “The comprehensive and intensive reform program of container logistics” during FY (3 years) to bear the business risk, We try to build sustainable business model until FY2012 and to transfer the business to suitable applicant, available at Online Bulletin Board Displays announcements from terminals such as operating ours Cargo Tracking Displays container cargo tracking information (Starts a trial operation in 2011)

Issues on sharing container logistics information
and out come of Colins To solve the issues on container logistics, it is requisite to share information among the companies concerned easily quickly all-time is the internet service searchable. It is difficult to share the information among container logistics related parties The essential information can be shared among related parties by using Colins! Problem (1) Outcome (1) A huge volume of inquiry is interfering with terminal operation Colins ease drastically burdens on terminal operators! Problem (2) Outcome (2) This slide explains why we developed COLINS. First, we identified lack of information sharing among stakeholders at ports. Second, we identified a enormous amount of phone calls interfering with terminal operators. Third, we identified troubles at the entrance gate of terminals because truck drives are often not informed the availability of container cargo by forwarders. Those issues could be solved by promoting information sharing among stakeholder. Troubles at the gate lead the increase of congestion Colins provide environmentally-friendly and economical transport! COLINS collects data from terminal operation system for cargo handling. Data transfer from terminal operation system to COLINS DB is automated at regular interval. In addition to the terminal operation system, COLINS collects data from vessel schedule DB of port management body and AIS in the similar mechanism. Today I would like to stop here because I need much more time to introduce the entire system.
