OVERVIEW The effectiveness of education financing campaigns can be measured on how far they go in responding to gender issues in education in order to: – Promote participation of boys & girls in schools (pre- school, primary, secondary, tertiary, etc) – Reduce disparities between men and women in adult literacy classes – Promote fair conditions for both male and female teachers – Address school related gender based violence & discrimination – Empower men and women in development Gender budgeting and gender budget analysis are key in achieving EFA Goals/MDGs.

Education Gender Budgeting is an approach designed to mainstream the education related gender dimensions into all stages of the budget cycle from planning to execution in to review. – Not necessarily about whether an equal amount is spent on women and men, but whether the spending is adequate to women and men’s (pupils and teachers) needs in education.

Education Gender Budget Analysis Assesses the extent to which the national education budget responds to the needs of boys, girls, men and women, female and male teachers at all levels of the education system. – Consider the impact of any form of public expenditure or method of raising revenues on women and girls, as compared to men and boys: Reduce disparities, Increase disparities, Promote discrimination, Promote violence, Promote poverty.

PRACTICAL APPLICATION Conduct an education gender situation analysis: What are education related issues affecting boys,girls women, & men (consider factors like access, retention, quality, relevance, management, short term & long term benefits. Carry out an education gender policy analysis: is the policy gender aware or gender blind? What are the implicit and explicit gender issues addressed in the education policy goals, objectives & proposed interventions. Is policy M&E framework gender responsive? Undertake education gender budget analysis: assess whether planned education income and expenditures address the needs of boys/girls, men/women, male and female teachers.

PRACTICAL APPLICATION Conduct Gender Education Budget Monitoring/Tracking: the idea is to monitor or track whether the execution of the budget is sensitive to the needs of boys/girls, men/women, male and female teachers. Organise gender sensitive education budget campaigns : ensure that advocacy campaigns around education financing tackle issues around boys/girls, men and women, male and female teachers. Undertake Capacity Building Activities Share experiences with other stakeholders on gender responsive budgeting and budget analysis in education: through exchange visits, workshops, media, networks etc.
