What is IPPC ? Directive 96/61/EC of 24/9/96 Integrated Pollution Prevention and Control : a set of common rules on permitting for EU industrial installations. Permits based on BAT, Best Available Techniques Denis LALART 13 th ICF Conference - Sienna - November 2001

Why ? the objectives For sustainable production: to reduce the industry contribution to overall pollution in Europe (greenhouse gases, acidifying substances, volatile organic compounds and waste), to avoid the environmental dumping Denis LALART 13 th ICF Conference - Sienna - November 2001

How? the tools Permits covering the whole environmental performance B AT REF erence document, or BREF, to assist licensing authorities –BREF for glass industry issued in October 2000 Decentralised approach for licensing authorities, taking into account (a) the technical characteristics of the installation, (b) its geographical location and (c) the local environmental conditions. When ? time schedule Before 31 October 1999, each member state had to transpose IPPC at the national level: –But, by 1 august 2001, delays still occurred in Ireland, Belgium (the Wallonian region), Luxembourg, Spain and Greece. As from October 1999, the Directive applies to all new installations. The Directive does not immediately apply to other existing installations before 2007. Belgium Flemish region: IPPC transposition done Wallonian region: IPPC transposition not done ,but current agreement with industry to reduce SO 2, NOx, HCl, NH 3 and heavy metals air emissions (“accord de branche”): SO 2 : - 80% for 2003 (base 1980) NOx : - 40% for 2003 (base 1980) Denis LALART 13 th ICF Conference - Sienna - November 2001
