Scottish Health Information Service (SHIS) ISD’s strategy for developing a Secondary Uses Service for NHS Scotland: Develop smarter, more efficient, secure and user- friendly ways of delivering information intelligence Maximising IT development opportunities. Provide a proactive support service - experienced ISD analysts assist the NHS to make best use of the information available.

SHIS - Commitments, Opportunities & Drivers ISD required to “establish an NHS Data Warehouse as a secondary uses service and support its use through training and awareness”, The Strategic Review of Health and Care Statistics 2005 ISD data warehousing developments CSAG recommendation to provide a central anonymisation service for national information flows eHealth - opportunity to utilise data available from the EHR to support direct patient care and produce information for secondary uses.

SHIS - Communications Agreement with key eHealth stakeholders to the high level strategy Presentations to NHS Board Chairs, NHS Chief Executives, Scottish Association of Medical Directors External workshops held to raise awareness and consult more widely Internal workshops within ISD to review options for supporting the Service.

SHIS - NHS Data Warehouse Independent technical review approved existing data warehouse design and architecture. Continue planned incremental development to incorporate remaining existing National data sets into the NHS Data Warehouse Incorporate new data flows into the NHS Data Warehouse as they arise Interest from NHS Boards in incorporating local management information.

SHIS product development -Navigator Web based information service providing user-friendly access to broad range of comparative information. Supports quality improvement and the review, monitoring & planning of healthcare services. Available to healthcare staff based in NHS Boards, CHPs, Hospitals and GP practices. Early stage of development – piloted with NHS Lothian and Fife during September 2007.

Navigator Obtains information from NHS Data Warehouse using NHSNet. Information presented at high level with facility to “drill down” to review more detailed data User access controlled and determined according to role and need to know.

SHIS - Information Governance Plan to undertake a Privacy Impact Assessment on the NHS Data Warehouse Involve the Information Commissioner and Data Controllers across Scotland Set up a Steering Group with representation from the NHS.

SHIS - next steps Develop and implement a communication plan Continue to work through information governance dependencies Consult with NHS Boards on options for supporting the use of SHIS Identify and plan for the workforce and OD implications Roll out Phase 1 of Navigator and work closely with NHS Boards to expand its scope.
