6 Methodology  Broward County Targeted Industries Study  DCG Corplan Consulting LLC  nationally-renowned economic development consulting and site selection firm  Year long study commissioned in April of 2008.  Intended to encourage development of high skill/high wage jobs  Biomass—“essential to preserve (the) state’s status in the innovation economy”  Photovoltaics—“prevalent” and having “great potential for the south Florida market area”  Used study to identify green sectors likely to grow  Did case studies on ideal businesses in these sectors

9 Energy Efficiency – The Broward County Minority Builders Coalition  70 Contractors across Florida  Began in 1973  One of the largest providers of weatherization services in Florida  $3.2 million grant  Training for 700 jobs over 2 years in:  Weatherization  Solar PV  Solar Thermal  LEED Green Associate  OIC, BTC, AGT, IBEW, BAND  Minority Builders Coalition will place 280 in weatherization jobs

12 Energy Efficiency: Recommendations  Broward County should research best practices for PACE programs.  Broward County Climate Change Action Plan Action MI-2.1  Broward County should seek to coordinate a PACE program with the existing job training programs.  Broward County should consider using public investments to fund PACE bonds.  The PACE program should be considered an ongoing public service.  The private bond market should be included in the PACE program.  Information from the program should be used to improve consumer decisions, insure quality control, highlight benefits of program, and conduct research.  Broward County should consider working with neighboring counties to form a regional PACE program that provides lower rates.

16 Solar Technology: Recommendations  Broward County should consider developing a revolving loan fund for photovoltaic technology installations that is implemented through a PACE program.  The Broward County Climate Change Action Plan (Action MI-2.2) recommends that a voluntary check box be placed on property tax bills and other billing instruments in order to generate funds for renewable energy projects.

17 Biomass  Creating energy from agricultural & domestic waste.  Targeted Industry Study describes it as being “essential to preserve (the) state’s status in the innovation economy.”  Clean Energy Trends 2010 describes industry expansion.  State and county plan to increase waste sent to waste-to-energy plants.

20 Biomass Recommendations  State and County should increase waste sent to waste-to- energy plants in a responsible fashion.  Biomass and biofuel technologies should be included in the County PACE program as in Vermont, Colorado, Nevada, Louisiana, and New York.
