1 Making the Services Directive Work: UK experience Kerry Jones, Head of the UK Single Market Centre European Reform Team, Department for Business Innovation and Skills (BIS)

2 Context:  The economic crisis, growth and efficiency agendas  Focus on:  delivering the benefits of the (Digital) Single Market  making it easier to do business online  increasing x-border business activity

3 UKSMC  established in December 2012  brings Single Market operational tools together, including SOLVIT, PSC, IMI, Internal Market Scoreboard  online resource only (Digital by Default)  Why?  increase capacity & flexibility  improve visibility of what help, support & guidance is available  join-up/make better use of the evidence available  improve links to single market policy development  raise awareness of the benefits of the Single Market and spread best practice

4 Next Steps:  still a “work in progress”  further improve content  better signposting to alternative sources of help & guidance e.g. European Consumer Centre, European Enterprise Network, Your Europe etc  FAQs  newsletters (3x a year)  develop publicity material & comms strategy  ad hoc awareness raising e.g. events etc  develop case studies  improve reporting  Annual Report 2013  governance

5 Services Directive Implementation:  433 UK local authorities; 110+ other competent authorities  Implemented in December 2009  Comms & engagement strategy in place since January 2009, including:  Regional workshops, FAQs, newsletters, detailed guidance document  Single “primary liaison point” in each authority  Contacts database  Active support & follow-up – ‘phone, online, face-to-face; “trusted intermediaries” e.g. networks, business organisations, key events/conferences, community of practice etc,  Toolkit for website information  Ongoing work after implementation, incl new/updated forms, system development e.g. back-office integration, web forms and making more transactions available online
