5 Pareto Optimal We use a model based on the theory of “Pareto-Optimal”. Pareto Optimal theory that suggests there is an optimal allocation of resources in which it is impossible to make any one individual better off without making another individual worse off. Adapting this for fleet use I would say that there is an optimal fleet size. Changing that fleet size results in either higher out-sourcing costs or higher fleet costs. 5

6 Our Assumptions for the Pareto Optimal Fleet Size Outsourcing demand to other providers is possible. Fleet size is difficult to change and relatively static. 6
