Check Officials Directory Associations must only assign registered officials Schools must only used registered officials Non-registered = scrimmage Game cannot be made up Be sure to check the official’s directory after the test deadline of November 10.

Coaches Rating Officials The scoring system has been changed Coaches will rate 1 thru 7 in each of 5 sub- categories. The overall rating will be a sum of the these sub-ratings. In the future local Associations will also be able to rate the officials. Minor changes in language/descriptions

“Captain’s Choice of Players” Rule 2-2-6 When rules indicate “captain’s choice of players” Player selected to serve penalty must have been on ice when infraction occurred

Goalkeeper Substitution Rule 2-5-11 A goalkeeper who has been substituted for by another goalkeeper at a stoppage of play may not re-enter until the next stoppage of play

Required Equipment for Goalies Rule 3-3-1 (continued) Headgear fastened according to manufacturer’s specifications Protects entire crown, front, temple, back of head Dental guard is required Flapper-style throat protection must be separate, commercially manufactured, unaltered and properly attached to the helmet or face mask.

Obscene Language Penalty Rule 6-1-9: Add to Penalty No player shall use obscene language, directed at officials or others Includes warm-up, game and intermission Penalty: MINOR and MISCONDUCT If continued or excessive: GAME MISCONDUCT If further continued or if after the game: GAME DISQUALIFICATION

Obscene Gestures & Ethnic Slurs Rule 6-1-11: Add to Penalty No player, coach or bench personnel shall use any obscene gestures or racial/ethnic slurs directed at officials or others Includes warm-up, game and intermission Penalty: GAME MINOR and MISCONDUCT If further continued or if after game: GAME DISQUALIFICATION

Change – Minnesota Interpretation 5 penalties in one game has been considered an ejection – out for that game and the next. That has been changed 5 penalties -- no longer an ejection. The player is out for that game, but does not have to sit out of an additional game.

Coaches – Need Your Help! This change will be monitored If there are problems, the rule will revert to the previous interpretation. Work with your players so that this change does not lead to an increase in 5 penalties per game.

Officials – We Need your help Any time a player is removed from the game for committing 5 penalties you must file an incident report with the MSHSL Office. Same as ejection report – select “other” at the top – fill in “game info” In Incident Report Section: “player removed for committing 5 penalties.”

Face Off Location Rule 6-12-8h: Change Changed face off location: The puck shall be faced off at the place where it was last played, which is where the puck was last fairly in contact with a player on that player’s stick when: - h. the puck leaves the rink for any unnatural reason (under the boards at end, etc.)

OBSTRUCTION We have made progress – still room to improve Strictly enforce the rules pertaining to obstruction-like infractions (holding, hooking and interference). Result – fairness, and a more exciting game that values skills of players

SPORTSMANSHIP Obscene and abusive language – must not be tolerated. Access the penalty Officials are held to the same standard

Hits to Head & Checking from Behind New signal added for Hits to Head –Must not be tolerated Checking from behind – most dangerous play in hockey These plays greatly increase risk of injury – help prevent by “making the call.”

Girl’s – Body Contact Rule 6-41a. clearly defines situations that allow for legal body contact –This type of contact is part of the game and must be allowed. Body Checking is not legal and must not be allowed.

Player in the Crease Player or stick illegally in the crease, but in opinion of referee this has no impact on the goalkeeper’s ability to defend the goal – goal counts No Goal: –Player makes physical contact with Goalie –Player prevents Goalie from moving freely –Player screens Goalie.... continued …

Crease Rule, continued Players may not position themselves in the crease or skate through the crease –Not the same as NCAA or NHL rules Situations where players can legally be in the crease: –Puck is in the crease –Goalie out of crease –Offensive team does not have puck –Defender pushes offense into the crease
