2 URBAN INSTITUTE Promise Neighborhoods Place-based cradle-to-career initiative Children have access to great schools Children and families have access to strong systems of family and community support in the neighborhood Leads to strong K-12 education resulting to a successful transition to college and career US Department of Education Promise Neighborhood planning grants awarded October 2010

3 URBAN INSTITUTE Core Tasks for DC Promise Neighborhood Initiative (DCPNI) 1.Needs Assessment and Segmentation Analysis 2.Performance Measurement and Outcome Analysis System 3.Process Study

4 URBAN INSTITUTE Needs Assessment Collect academic and family and community support indicators Needs assessment Segmentation analysis Participate in 10 Results-Driven Work Groups Process to develop programming to move indicators and meet goals

5 URBAN INSTITUTE Data Collection Methods for Needs Assessment Administrative data Collected by NeighborhoodInfoDC (NIDC) via partnerships developed through RDWGs and existing NIDC partnerships Starting with aggregated data – will get to individual-level Real time, iterative, and on-going Focus groups Inform RDWG programming Collect hard-to-collect indicators (i.e., Internet connection, medical home, family involvement in school) April 2011

6 URBAN INSTITUTE Goal of Results-Driven Working Group Data Collection, continued School climate survey Web-based survey of Chavez Middle and High School students Collect data on perceived school safety and school climate May 2011 Neighborhood survey In-person survey using rigorous sampling method Collect baseline information before programming begins Fall 2011 depending on fund raising efforts

7 URBAN INSTITUTE Data Systems Conceptualize longitudinal data system for all participating children in the neighborhood ETO for tracking individual children and families NIDC for tracking aggregated data about schools and neighborhoods

8 URBAN INSTITUTE Process Study On-going feedback to DCPNI management on UI staff observations of processes, challenges, opportunities Data system, working groups, resident engagement, data collection Report summarizing key decisions, events/meetings, actors, data, and external factors that contributed to DCPNI’s position after the planning year

9 URBAN INSTITUTE Lessons learned after 8 months Evolution of our role Not just data and analysis but programming and planning, and facilitation Real opportunity for expanding data access Key role in building DCPNI’s internal capacity for data collection and analysis
