2 GPRAMA 2010 OPM Requirements “OPM, in consultation with the Performance Improvement Council (PIC), by January 2013, shall incorporate skills and competencies needed by Federal employees to carry out a variety of performance management activities (i.e. developing goals, evaluating programs and analyzing and using performance information) into relevant position classification.” (2010 Government Performance and Results Modernization Act)
