3 Clean Cities Funding Workshop Introduction to the Bay Area Air Quality Management District Established in 1955 9 Counties 5,340 square miles 7 million population Mission: To protect and improve public health, air quality, and the global climate 3

4 Clean Cities Funding Workshop Importance of Reducing Vehicle Emissions In the Bay Area, emissions from its 5.7 million vehicles account for: – 40% of Criteria Air Pollution – 36% of GHG Inventory Vehicle emissions reduction technology is essential for improving Air Quality in the Bay Area 4

5 Clean Cities Funding Workshop Funding Sources Transportation Fund for Clean Air (TFCA): $4 surcharge on motor vehicles for projects that reduce on-road vehicle emissions – 40% distributed by Congestion Management Agencies – 60% is awarded by the Air District Carl Moyer Funding: Funded via fees from tire purchases and smog checks – California Air Resources Board (CARB) provides program oversight – Air Districts administer funds to local projects Goods Movement (Prop 1B): Authorized the Legislature to appropriate $1 billion in bond funding – Reduce emissions & health risks from the movement of freight 5

6 Clean Cities Funding Workshop PEV Rebate Program Currently accepting applications until Dec. 18, 2015 or until all funds have been exhausted Only open to Public Agencies $2 Million funding allocated for new purchases/leases of pre-qualified vehicles Funding Award Limits: o $2,500 - battery electric, fuel cell zero-emission motorcycles o $1,000 - plug-in hybrid o $500 - neighborhood electric vehicles Funding provided via rebate, must apply before purchase of equipment 6

Program Currently accepting applications until Dec. 18, 2015 or until all funds have been exhausted $5 Million Funding Available for Public & non-public entities Grant Awards: o Minimum $10,000 o Maximum $250,000 (Level1, 2, Low kW DC), $600,000 (DC Fast) Charger TypeDC Fast ChargerLow kW DCLevel 2Level 1 Max. Award Per Charger $25,000$5,000$3,000$500 Grid demand offset eligible for additional funding Case-by-case projects 7

8 Clean Cities Funding Workshop Zero Emissions Vehicles Light-Duty for Fleets Scheduled to open by August 2015 New purchase/lease of 3 or more 2015 model year or newer Vehicles need to be maintained/operated for 3 years and a total of 15,000 miles For vehicles with a gross vehicle weight rating (GVWR) <= 14,000 lbs. (plug-in hybrid electric, battery electric, & fuel cell) Up to $5,000 of award could be used to purchase & install infrastructure used to power the vehicle Awards determined by annual mileage of the new vehicles Funding cannot exceed incremental cost of the vehicle 8

9 Clean Cities Funding Workshop Zero Emissions Vehicles Heavy Duty Scheduled to open by Sept. 2015 New purchase/lease of 2015 model year or newer vehicles Vehicles operate for 3 years and a total of 15,000 miles 9 GVWR > 14,000 lbs. and electric or fuel cell vehicles Awards determined by annual mileage of the new vehicles Funding cannot exceed incremental cost of the vehicle

10 Clean Cities Funding Workshop Hydrogen Stations 10 Scheduled to open by August 2015 Funding for new/upgrade hydrogen stations Must be accessible to the public Stations must operate for 3 years Funding limited to 25% of total project cost and can not exceed $250,000 per station Must have received a passing score from State/Federal Agency

11 Clean Cities Funding Workshop Bicycle Parking Programs Scheduled to open Sept. 2015 Bicycle Rack Voucher Program - $60 per bicycle parking space created Electronic Bicycle Lockers - $2,500 per bicycle accommodated Program Requirements o Only open to Public Agencies o Must meet operational and maintenance requirements o Must apply before purchase of equipment 11

12 Clean Cities Funding Workshop Diesel Equipment Funding Opportunities Voucher Incentive Program (open) On-road vehicle projects o Only available to small fleets of 1-3 vehicles with a GVWR greater than 14,000lbs o Funding for retrofit and truck replacements o Projects must be completed by December 31, 2015 Lower Emission School Bus Program (LESB) (open) School Buses o Available only to school districts and school transportation services o Funding for Compressed Natural Gas tank replacements, bus replacement and retrofits 12
