Examples: Allocation of funding based on analysis of current needs Fewer legislative set asides Reduction in payment cycle Fewer reports required Service outcomes reported to the public Maine Association of Nonprofits

Human services crisis has increased over the past year; Illinois fiscal situation the worst in the nation A lot of activity intended to improve the system, but also challenges to actually move forward: – Formation of Responsible Budget Coalition – Growth of IPHS – Formation of Human Services Commission – HB5124 passed and signed – City of Chicago’s Getting Them Paid work group Two-pronged approach of fiscal reform and systems reform seems to resonate Upcoming elections create uncertainty around existing work at the state Public aware of state’s fiscal issues, but believe they can be solved by cutting out waste Greater awareness of state’s impact on human services, but common belief that there are too many providers, and many are unsympathetic to human services recipients This project is generously supported by the Wallace Foundation Current Situational Analysis September 22nd Maine Association of Nonprofits 9
