2
Integrating protection, gender, age and disabilities in FSLC assessments The training cum workshop was held on 3-4 March, 2014 It was attended by over 25 participants from 16 FSLC partners The output of the exercise was to get an overview of how protection, age, gender and disabilities matter in food security and livelihoods; and then provide suggestions to assessment team for consideration
3
Common Emerging Themes 8 common themes were identified as relevant for integration of protection, age, gender and disabilities FSLC assessments Demography Community dynamics Conflict analysis Vulnerability analysis Coping mechanism Do No Harm Do Some Good Team composition and engagement
4
FSLC assessments FSLC has three modalities 1.Minimum humanitarian access – Initial Rapid Needs Assessment 2.Some humanitarian access – Emergency Food Security Assessment 3.With humanitarian access – Food Security Monitoring System
5
Recommendations for IRNA IRNA is a standard 17 page tool Partners have only a few hours on ground to conduct IRNA Partners need to ensure that the information is accurate and numbers are not inflated; and that recommendations are realistic To integrate protection, gender, age and disabilities a few minimum steps can be taken by FSLC
6
Common emerging themes for IRNA Common themesProtectionGender and AgeDisabilities Demography Get broad/big estimates of percentage of population breakdown and households headed by gender and age Get broad/big estimates of percentage of people with impairment Community dynamics Get broad understanding of power and relational dynamics and ethnic groups dynamics Get understanding on how various households headed by gender and age are affected Same as gender and age Conflict analysis Do No Harm Safety /distance issues for providing assistance and making sure conflict analysis and community dynamics are taken into account in the recommendation for response
7
Common emerging themes for EFSA and FSMS Common emerging themes Protection mainstreamingGender and AgeDisability Demography In case of KII – record the sex and age of the key informants Age of the Household Heads Composition of Household members by age ˃5 years; 5 -17years; 18 – 40 years; 40 – 55years; ˂55years People in the households with impairment Community dynamics Assess power and relational dynamics including returnee willingness to see which groups are willing and which groups are not willing to return. Get a picture of the ethnic groups and dynamics Assess gender and generational dynamics through cross tabulation of demographic group breakdown and the findings. Assess discriminatory patterns/tendencies if any Conflict analysisAction Point: Need a couple of guiding questions to assess at community level Which gender is most affected by conflict and how? How has conflict aggravated disability/impairment?
8
Common emerging themes Protection mainstreamingGender and AgeDisability Vulnerability analysis Assess exclusion/invisibility through community and household consultations Make sure sample is representative and inclusive for both community and HH levels. Cross tabulation of data for comparison an analysis level Who is responsible for income generation and decision making? In agriculture and other livelihood/productive what are the roles of men and women of different ages? Who is responsible for income generation and decision making? Coping mechanisms Probe into protection issues arising from negative coping mechanisms Consumption of food by women, girls, boys and men of all ages. Special needs for Pregnant and Lactating Women FCS of PwD and special nutritional needs Do no harm Safety /distance issues Sensitive topics related ti GBV, cattle camps Identifying the informal social safety net to ensure its maintained Do some good Ensuring safety Availability and Access issues due to gender and age Availability and access to WATSAN/markets/service Availability and Access issues due to disability including mobility/assistive devices Availability and access to WATSAN/markets/services Team composition and framing questions There are females, males and if possible people with knowledge and expertise on key issues like disabilities, protection. Language/translation barriers should be minimized
9
Conclusion A few specific suggestions have been made in the questionnaires Cross references/tabulations at analysis level on different themes should be done Participation of key focal points in analysis of data for proper cross tabulation Sharing of contacts of protection referral agencies and disability groups in case assessment groups find systemic problems
10
Way forward Suggestions to be discussed with the assessment coordinator At present it’s a ‘wish list’ and so after the discussion with the most important elements will be agreed with the assessment team for integration All FSLC partners are encouraged to integrates the recommendations into their organizational assessments.
